A short profile of the site and the kinds of classified area that matter for portable equipment.
On-site services include vessel testing and afloat repairs, hot works, modular and steel fabrication, and storage for hazardous materials including Class 1.4 explosives.
The base is near Changi Airport and away from the western petrochemical cluster, so work centres on offshore equipment, vessel support and logistics.
The surrounding Loyang industrial estate in Pasir Ris mainly hosts aviation-related services because of its closeness to Changi Airport, so visitors will find airport-linked businesses alongside the offshore supply base.
Its wharf can serve more than 11 vessels at the same time, so supply boats and offshore equipment move through the base continuously.
The site covers 32 hectares in eastern Singapore, close to the aviation and marine hub, which places it away from the Jurong industrial cluster in the west.
Equatorial heat, humidity and sudden heavy showers affect an open wharf and yard, so portable devices used outdoors need good ingress protection and handling discipline.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Loyang Offshore Supply Base. Loyang serves more than 200 oil and gas services companies, so reviewers sit with individual tenants such as Weatherford or Subsea 7 or with the base operator. Many work internationally and would expect ATEX and IECEx evidence tied to the marking. The IS-04Z1 has no certificate yet; certification is in progress.
A distributor for Loyang Offshore Supply Base would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
Likely candidates are offshore equipment workshops, hazardous materials storage, wharf and vessel quay handling, hot works and afloat repair areas. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Loyang Offshore Supply Base.
The operator describes round-the-clock manned security, strict access requirements and video surveillance. Expect to be registered in advance and screened at the gate, with any electronic equipment declared. Confirm exact steps with the host company before travelling.
With a wharf able to serve more than 11 vessels at once, vessel mobilisation and demobilisation can overlap, and cranes, containers and fuel transfers share space. Portable devices should be chosen for rough handling, sea air and fast-changing zone boundaries.
Yes. Tenants include oil and gas services companies, each with its own safety rules. A device accepted by one tenant is not automatically accepted by another. Ask the tenant's HSE team for its requirements, and be ready to supply the datasheet and certification status.
