Eastern location
The base is near Changi Airport and away from the western petrochemical cluster, so work centres on offshore equipment, vessel support and logistics.
Equatorial heat, humidity and sudden heavy showers affect an open wharf and yard, so portable devices used outdoors need good ingress protection and handling discipline. The 320,000 square metre base combines a 970-metre wharf, workshops, warehouses and hazardous-materials storage supporting offshore oil and gas work. Distribution partners for Loyang Offshore Supply Base are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Loyang Offshore Supply Base has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Loyang Offshore. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
The base is near Changi Airport and away from the western petrochemical cluster, so work centres on offshore equipment, vessel support and logistics.
TOPS states that the 970-metre wharf can berth more than 11 vessels at once, including drill ships, semi-submersibles and jack-up rigs.
Security is manned around the clock with strict access requirements and video surveillance, so visitors and contractors should expect pre-registration and screening at the gate.
The Loyang base was redeveloped in 2008 with an investment of about 325 million dollars, turning it into a modern offshore supply facility run by Toll Offshore Petroleum Services.
The surrounding Loyang industrial estate in Pasir Ris mainly hosts aviation-related services because of its closeness to Changi Airport, so visitors will find airport-linked businesses alongside the offshore supply base.
Its wharf can serve more than 11 vessels at the same time, so supply boats and offshore equipment move through the base continuously.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Loyang Offshore Supply Base. The base has offshore equipment workshops, chemical and fuel storage, and port and quay handling. Tenants have their own safety rules, so classification differs by tenant and is set by the tenant, not SAMS. Ask the tenant's HSE team which areas, if any, are classified.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Loyang Offshore Supply Base yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.
Likely candidates are offshore equipment workshops, hazardous materials storage, wharf and vessel quay handling, hot works and afloat repair areas. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Loyang Offshore Supply Base.
The operator describes round-the-clock manned security, strict access requirements and video surveillance. Expect to be registered in advance and screened at the gate, with any electronic equipment declared. Confirm exact steps with the host company before travelling.
With a wharf able to serve more than 11 vessels at once, vessel mobilisation and demobilisation can overlap, and cranes, containers and fuel transfers share space. Portable devices should be chosen for rough handling, sea air and fast-changing zone boundaries.
Yes. Tenants include oil and gas services companies, each with its own safety rules. A device accepted by one tenant is not automatically accepted by another. Ask the tenant's HSE team for its requirements, and be ready to supply the datasheet and certification status.
