Wharf
TOPS states that the 970-metre wharf can berth more than 11 vessels at once, including drill ships, semi-submersibles and jack-up rigs.
Loyang Offshore Supply Base in eastern Singapore, near Changi Airport, is run by Toll Offshore Petroleum Services (TOPS). The 320,000 square metre base combines a 970-metre wharf, workshops, warehouses and hazardous-materials storage supporting offshore oil and gas work. This page explains what to look for in an ATEX and IECEx mobile phone for Loyang Offshore Supply Base, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Loyang Offshore Supply Base: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Loyang Offshore. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
TOPS states that the 970-metre wharf can berth more than 11 vessels at once, including drill ships, semi-submersibles and jack-up rigs.
On-site services include vessel testing and afloat repairs, hot works, modular and steel fabrication, and storage for hazardous materials including Class 1.4 explosives.
The site covers 32 hectares in eastern Singapore, close to the aviation and marine hub, which places it away from the Jurong industrial cluster in the west.
Equatorial heat, humidity and sudden heavy showers affect an open wharf and yard, so portable devices used outdoors need good ingress protection and handling discipline.
The base is described as a self-contained ecosystem, with the operator offering logistics management for offshore oil and gas customers from one location.
Security is manned around the clock with strict access requirements and video surveillance, so visitors and contractors should expect pre-registration and screening at the gate.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Loyang Offshore Supply Base. Loyang serves more than 200 oil and gas services companies, so reviewers sit with individual tenants such as Weatherford or Subsea 7 or with the base operator. Many work internationally and would expect ATEX and IECEx evidence tied to the marking. The IS-04Z1 has no certificate yet; certification is in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
Likely candidates are offshore equipment workshops, hazardous materials storage, wharf and vessel quay handling, hot works and afloat repair areas. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The base is operated by Toll Offshore Petroleum Services, part of Toll Group, and covers 32 hectares in eastern Singapore. Because it is a managed logistics site, tenant and contractor rules are normally set by the operator and by each tenant's own HSE team.
Yes in places: workshops, fuel and chemical stores, and equipment being prepared for offshore service can create classified areas, while the wharf area is mostly open air. The classification varies by building and tenant, so ask the tenant for its zone plan.
Not wholly. The base has workshops, storage and quay handling, and which tenants hold classified areas has not been verified. Chemical and fuel storage may be classified. Ask the tenant's HSE team or the base operator before assuming an Ex rating is required for the task.
