Crude supply
The project includes a single point mooring for very large crude carriers and two one-million-barrel crude tanks at Lawe-Lawe.
Balikpapan in East Kalimantan is the site of Pertamina's Refinery Unit V, operated by PT Kilang Pertamina Balikpapan. Balikpapan is a seaport city on the east coast of Borneo and the financial centre of Kalimantan, with about 757,000 residents in 2023, making it the second most populous city in East Kalimantan. If you are specifying an explosion proof mobile phone for Balikpapan, East Kalimantan, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Balikpapan, East Kalimantan: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Balikpapan. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
The project includes a single point mooring for very large crude carriers and two one-million-barrel crude tanks at Lawe-Lawe.
Hot, humid equatorial conditions with rain through the year.
The city has the largest economy in Kalimantan by GDP and is served by Sultan Aji Muhammad Sulaiman Sepinggan Airport, with Semayang as its main seaport, the second busiest in East Kalimantan.
Indonesia's six large refineries are Cilacap, Balikpapan, Dumai, Musi, Balongan and Tuban, and the country imported about 787 thousand barrels a day of petroleum products in 2024, so reliability work at Balikpapan matters nationally.
Oil drilling began at Balikpapan on 10 February 1897, a date now used as the city's anniversary, and the Dutch company BPM made the town its headquarters in 1907, so petroleum has shaped the place for well over a century.
After the upgrade the refinery can make fuel to Euro 5 standard, and it sits alongside Cilacap as one of Indonesia's two largest refineries, so new process units stand beside older ones in the same complex.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Balikpapan, East Kalimantan. At Refinery Unit V, explosion-proof is shorthand that hides a choice. Flameproof Ex d suits fixed equipment in process units, whereas a handheld used while walking the crude and product tank farms relies on intrinsic safety. The operator's hazardous-area drawings decide which applies where.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, residual fluid catalytic cracking unit, crude and product storage, marine crude mooring and tanks. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Oil and gas dominate the local story, with the refinery, fuel terminals and port tank storage. East Kalimantan also has coal and LNG activity regionally, but confirm with each operator which classified-area rules and device permits apply to its own facility.
Reasonably. The city has an international-class airport at Sepinggan and the Semayang seaport, and it is the main commercial centre of Kalimantan. Allow time for customs clearance and for any site gate checks on electronic devices entering the refinery.
Equatorial heat and constant humidity affect battery life, seals and charging habits. Check the rated operating temperature range and keep charging in a safe area, away from classified zones. IP68 is useful against rain, but it is not explosion protection.
