RDMP upgrade
The Jakarta Post reported that the new residual fluid catalytic cracking unit was due to start in November 2025, with a naphtha unit following in mid-2026.
Balikpapan in East Kalimantan is the site of Pertamina's Refinery Unit V, operated by PT Kilang Pertamina Balikpapan. The RDMP upgrade is raising capacity from 260,000 towards 360,000 barrels per day, so process units and tank farms are Zone 1 areas. Distribution partners for Balikpapan, East Kalimantan are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Balikpapan, East Kalimantan has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Balikpapan. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

The Jakarta Post reported that the new residual fluid catalytic cracking unit was due to start in November 2025, with a naphtha unit following in mid-2026.
The project includes a single point mooring for very large crude carriers and two one-million-barrel crude tanks at Lawe-Lawe.
Indonesia's six large refineries are Cilacap, Balikpapan, Dumai, Musi, Balongan and Tuban, and the country imported about 787 thousand barrels a day of petroleum products in 2024, so reliability work at Balikpapan matters nationally.
Oil drilling began at Balikpapan on 10 February 1897, a date now used as the city's anniversary, and the Dutch company BPM made the town its headquarters in 1907, so petroleum has shaped the place for well over a century.
After the upgrade the refinery can make fuel to Euro 5 standard, and it sits alongside Cilacap as one of Indonesia's two largest refineries, so new process units stand beside older ones in the same complex.
Pertamina took over the area's oil operations from Shell in 1965, and the refinery is now run by PT Kilang Pertamina Balikpapan, formed in 2019 to operate Refinery Unit V on an operation and maintenance basis.
“Ex-proof” is shorthand for equipment carrying an explosion-protection marking (the Ex mark) that matches the area it enters. The marking states the protection concept, gas or dust group and temperature class, and it must be backed by a certificate issued by a recognised body, so a phone described as Ex-proof should come with a certificate number you can check.
The IS-04Z1 is designed to carry the marking II 2 G Ex ib IIC T4. That is a target: certification is in progress, no certificate has been issued, and SAMS will publish the certificate numbers when they exist.
In Balikpapan, East Kalimantan. A marking check at Balikpapan would read the zone assigned to the cracking unit, tank area or marine mooring, then compare gas group and temperature class. Hydrocarbon vapours are usually within IIA or IIB, so IIC covers them conservatively. The IS-04Z1 target marking, II 2 G Ex ib IIC T4, is not approved.
A distributor for Balikpapan, East Kalimantan would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
The marking target is II 2 G Ex ib IIC T4. It becomes a marking only when the certificate is issued; until then it is a design target.
Likely candidates are refinery process units, residual fluid catalytic cracking unit, crude and product storage, marine crude mooring and tanks. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Balikpapan, East Kalimantan.
Refinery Unit V is run by PT Kilang Pertamina Balikpapan, part of the Pertamina group. Contractors and suppliers normally register through Pertamina's vendor processes and follow the site's own permit and induction rules, so confirm the current route with the plant.
Yes. The upgrade added a residue catalytic cracking unit and raised capacity by 100 thousand barrels a day beside the existing units, so area classification drawings can differ between revamped and legacy sections. Ask for the current hazardous-area drawings for the unit you will work in.
Possibly, because new units bring new classified areas and contractor equipment rules. The operator sets the requirements for each phase. Ask Pertamina or its contractors for current device approval procedures and do not assume earlier approvals cover new areas. Confirm with the site operator.
