Port Harcourt is the main city of Rivers State and Nigeria's chief oil-refining city, with the Port Harcourt Refining Company complex at Eleme and seaports at Onne and the city wharf. Nigeria is the largest oil and gas producer in Africa, and Niger Delta crude is paraffinic and low in sulphur, with lighter grades around API 36 and heavier ones at 20-25. Distribution partners for Port Harcourt are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Port Harcourt has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Port Harcourt. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

A tropical monsoon climate brings very heavy rain, with an average of about 367 mm in September.
The oil sector contributed about 9% of Nigeria's GDP as of February 2021, and the petroleum industry has supported the national budget since 1960.
Oil companies with offices in Port Harcourt include Shell, Chevron and Agip, so contractors and suppliers often deal with international operator procedures in the city.
The city's economy turned to petroleum when the first shipment of Nigerian crude oil was exported through it in 1958, which is why it remains a base for the Niger Delta oil industry.
Onne, in Eleme, hosts the Onne Oil and Gas Free Zone, a main offshore support base where supply vessels call every week and where Shell and other operators lease berths and shore facilities.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Port Harcourt. Many operators keep offices in Port Harcourt, so reviewers there see contractor packs from a wide range of firms, including international EPCs. ATEX and IECEx evidence together give them a familiar basis for assessing a handheld at flow stations and gas plants. The IS-04Z1 has no certificate yet, as certification is in progress.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Port Harcourt. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
Likely candidates are refinery process units, flow stations and gas plants, export and port facilities, pipeline and pumping facilities. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Port Harcourt.
It is hot, humid and wet for much of the year, so check the maximum ambient temperature on the certificate, the water ingress rating and sealing of ports and charging contacts. Corrosion from humid, salt-laden air is common, so choose devices with robust seals and clean them regularly.
International operators commonly work to IEC 60079 and ask for IECEx or ATEX certification, but each company has its own approval and registration route. Ask the procurement and HSE teams for the approved equipment list, and prepare certificates, marking photos and instructions for the submission.
The old refinery reopened in November 2024 but was shut for maintenance in May 2025, and status changes often. Check its current operating state before planning visits or quoting. Confirm the position with the site operator or Port Harcourt Refining Company.
