United Arab Emirates: geography and layout
The UAE stretches more than 650 km along the southern shore of the Persian Gulf, and most of the coast consists of salt pans that extend far inland.
Jebel Ali, about 35 km south-west of Dubai, has the largest man-made harbour in the world, and JAFZA hosts over 8,700 companies. Launch is Q4 2026, so what we can share now is the specification, the certification schedule and an evaluation unit. Buyers searching for an ATEX and IECEx cell phone supplier for United Arab Emirates can take the datasheet and the certification schedule for the IS-04Z1 now; supply follows certification.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An ATEX and IECEx cell phone for United Arab Emirates cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

The UAE stretches more than 650 km along the southern shore of the Persian Gulf, and most of the coast consists of salt pans that extend far inland.
TDRA type approval certificates last three years, need no local representative but a compliance mark, and a valid supplier registration is required.
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In United Arab Emirates. A UAE procurement or HSE reviewer at ADNOC companies would expect certificate evidence that names the scheme, marking and ambient range, and a dual ATEX and IECEx route helps international contractors and EPCs working across Abu Dhabi and the northern emirates. The IS-04Z1 certification is in progress and no certificate has been issued.
Nothing can be bought for United Arab Emirates today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
The Ministry of Industry and Advanced Technology handles safety declarations of conformity, listed as valid for one year with a local representative required. This is separate from the TDRA telecom approval, so ask your supplier to confirm both.
Ruwais and the Abu Dhabi oil and gas fields, Fujairah's oil terminals, Jebel Ali in Dubai, with its power, desalination and aluminium smelter complex. Each belongs to a different operator.
It is designed with a 4,000 mAh battery and a fully sealed body to stay in service until the next rotation, since there is no same-day replacement. Certification is in progress. Confirm area classification and permit rules with the operator before any use.
