United Arab Emirates: industry on the ground
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
The UAE stretches more than 650 km along the southern shore of the Persian Gulf, and most of the coast consists of salt pans that extend far inland. Launch is Q4 2026, so what we can share now is the specification, the certification schedule and an evaluation unit. This page sets out how an industrial mobile phone supply route to United Arab Emirates will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An industrial mobile phone for United Arab Emirates cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in United Arab Emirates. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS United Arab Emirates market guide.
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010.
The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
The Ministry of Industry and Advanced Technology handles conformity declarations for safety, valid for one year, with a local representative required.
“Industrial” describes a phone built for plant conditions: sealed, drop-resistant and manageable at fleet scale through Android Enterprise. It does not by itself mean the phone may enter a classified area. Only a device with a valid explosion-protection certificate and marking may do that.
The IS-04Z1 is designed to be both an industrial Android phone (IP68, 4,000 mAh battery, 50 MP camera, Android 16 with EMM and MDM support) and an intrinsically safe one. Its explosion-protection certificates are in progress and have not been issued.
In United Arab Emirates. UAE fleets mix operator staff with many contractors who sign equipment out at the gate and return it at demobilisation. EMM and MDM support lets the handset be controlled from the operator's own console, and connectivity follows the asset. Charging takes place in a safe area ahead of each rotation.
There is no stock to order for United Arab Emirates yet. The IS-04Z1 is pre-launch, certification is in progress, and supply will run through authorised distributors after the certificates are issued. Procurement teams can prepare now with the datasheet, the certification schedule and a safe-area evaluation.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Yes by design: IP68 sealing, a 4,000 mAh battery, a 50 MP camera and Android 16 with EMM and MDM support. The explosion-protection certificates are separate and still in progress.
The market guide for United Arab Emirates covers Ruwais, Habshan, Das Island, Zirku Island, among others. Site-level pages are linked below.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
The Ministry of Industry and Advanced Technology handles safety declarations of conformity, listed as valid for one year with a local representative required. This is separate from the TDRA telecom approval, so ask your supplier to confirm both.
Ruwais and the Abu Dhabi oil and gas fields, Fujairah's oil terminals, Jebel Ali in Dubai, with its power, desalination and aluminium smelter complex. Each belongs to a different operator.
It is designed with a 4,000 mAh battery and a fully sealed body to stay in service until the next rotation, since there is no same-day replacement. Certification is in progress. Confirm area classification and permit rules with the operator before any use.
