United Arab Emirates: geography and layout
The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
The Ministry of Industry and Advanced Technology handles conformity declarations for safety, valid for one year, with a local representative required. Launch is Q4 2026, so what we can share now is the specification, the certification schedule and an evaluation unit. This page sets out how an IECEx mobile phone supply route to United Arab Emirates will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An IECEx mobile phone for United Arab Emirates cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
Jebel Ali also hosts a large power and desalination complex and an aluminium smelter alongside oil storage and bunkering terminals.
Jebel Ali, about 35 km south-west of Dubai, has the largest man-made harbour in the world, and JAFZA hosts over 8,700 companies.
The UAE stretches more than 650 km along the southern shore of the Persian Gulf, and most of the coast consists of salt pans that extend far inland.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In United Arab Emirates. IECEx matters in the UAE because ADNOC, Borouge, ENOC and the fabrication yards work with international partners and visiting contractors who read the international scheme. A certificate of conformity with its schedule of conditions would give them a common reference. For the IS-04Z1, IECEx certification is in progress.
Nothing can be bought for United Arab Emirates today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Yes. Telecom equipment needs TDRA type approval, valid for three years, with a compliance mark and supplier registration; no local testing is required. Confirm the latest rules per model.
Salt pans along the coast can accelerate corrosion, and summer heat is intense inland and on the coast. Choose devices with corrosion-resistant housings, sealed connectors and high operating-temperature ratings, and rinse and dry them after exposure to salt air.
Android 16 with EMM and MDM support is designed to let IT enrol, restrict and update the unit from the operator's own console. Check compatibility with your specific EMM product during an evaluation, and agree the policy for contractors who return devices at demobilisation.
