An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Panipat India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
Who operates there and which kinds of classified area a handset would meet, from the SAMS site research.
Alongside the refinery, Indian Oil runs a naphtha cracker and PX-PTA units producing ethylene, propylene, paraxylene and purified terephthalic acid.
Indian Oil's board approved expansion from 15 to 25 million tonnes a year; recent reports put full commissioning around December 2026, so project contractors are active on site.
It receives crude through the Salaya-Mathura pipeline and handles both domestic and imported crudes.
Major units include a hydrocracker, resid fluidised catalytic cracker, visbreaker, delayed coker, bitumen blowing unit, hydrogen generation unit and sulphur block.
Panipat Refinery at Baholi, Indian Oil's seventh, was set up in 1998 at 6 million tonnes a year and has since been expanded to 15 million tonnes a year.
Paraxylene and purified terephthalic acid units were commissioned in June 2006, and a naphtha cracker complex next door makes ethylene and propylene for polymers.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Panipat, Haryana. Panipat has hot, dusty summers and cold, foggy winters. Dust ingress in summer is a real concern, and an IP68 rating helps by sealing against dust and water. It is an ingress rating only, and it does not replace the Ex marking needed in a classified area. Cold can reduce battery life.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Panipat, Haryana yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.
Likely candidates are refinery process units, naphtha cracker and petrochemical units, product tank farms, loading gantries. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.

Northern India has hot summers and cooler winters, so check a handset's operating temperature range at both ends of the year, including battery performance in the cold. Confirm all figures on the manufacturer's datasheet.
Panipat is 95 kilometres north of Delhi on NH-44 and 169 kilometres south of Chandigarh, so it is normally reached by road from Delhi. Confirm gate procedures and security passes with the operator in advance.
They will have their own classification records once designed, which may differ from existing units. Completion dates have slipped before, so timing is reported rather than fixed. Confirm with the operator or project contractor when the area documents will be available.
