Expansion
Indian Oil's board approved expansion from 15 to 25 million tonnes a year; recent reports put full commissioning around December 2026, so project contractors are active on site.
Panipat in Haryana hosts Indian Oil's refinery and petrochemical complex at Baholi, which began operating in 1998 and now processes 15 million tonnes a year. The city is also known as the city of weavers and a textile centre, with wool and cotton milling, glass and electrical appliance manufacturing. An intrinsically safe mobile phone distributor in Panipat, Haryana would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Panipat, Haryana has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Panipat India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Crude arrives by pipeline from the Gujarat coast. Summers are generally hot and dusty, with cold foggy winters.
The refinery supplies Haryana and the north-west region, including Punjab, Jammu and Kashmir, Himachal Pradesh, Chandigarh, Uttarakhand and parts of Rajasthan and Delhi.
It receives crude through the Salaya-Mathura pipeline and handles both domestic and imported crudes.
Major units include a hydrocracker, resid fluidised catalytic cracker, visbreaker, delayed coker, bitumen blowing unit, hydrogen generation unit and sulphur block.
Panipat Refinery at Baholi, Indian Oil's seventh, was set up in 1998 at 6 million tonnes a year and has since been expanded to 15 million tonnes a year.
Intrinsic safety limits the electrical and thermal energy in a circuit so that neither a spark nor a hot surface can ignite a gas or dust atmosphere, even when a fault occurs. The ib level, used for Zone 1, tolerates one fault. It is the usual way to make a handheld device that a worker carries continuously through a hazardous area.
The IS-04Z1 is designed on this principle for Zone 1 and Zone 21 (marking target II 2 G Ex ib IIC T4). Intrinsic safety is a design basis, not a certificate: certification is in progress and none has been issued yet.
In Panipat, Haryana. With expansion under way, more units are being built, tested and commissioned. Inspectors and commissioning teams make frequent short visits, and an intrinsically safe handheld supports logging at the asset. The IS-04Z1 is designed for such rounds, though certification is still in progress.
A distributor for Panipat, Haryana would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
The circuits are designed to limit energy so a spark or hot surface cannot ignite a gas or dust atmosphere, even with one fault (level ib, Zone 1). Certification of that design is in progress.
Likely candidates are refinery process units, naphtha cracker and petrochemical units, product tank farms, loading gantries. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Panipat, Haryana.
Northern India has hot summers and cooler winters, so check a handset's operating temperature range at both ends of the year, including battery performance in the cold. Confirm all figures on the manufacturer's datasheet.
Panipat is 95 kilometres north of Delhi on NH-44 and 169 kilometres south of Chandigarh, so it is normally reached by road from Delhi. Confirm gate procedures and security passes with the operator in advance.
They will have their own classification records once designed, which may differ from existing units. Completion dates have slipped before, so timing is reported rather than fixed. Confirm with the operator or project contractor when the area documents will be available.
