Kuwait: industry on the ground
Greater Burgan is the world's largest sandstone oil field and the second largest overall, with Kuwait Oil Company beginning commercial production there in 1946.
The IS-04Z1 is an intrinsically safe handset for people who cross into classified areas in Kuwait every shift: gathering centre operators, refinery crews, inspection engineers and the HSE and telecoms teams who equip them. Kuwait's Public Authority for Industry handles the safety registration route for electrical products, with a product registration that typically takes about a week. A rugged cell phone distributor in Kuwait would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Kuwait has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

The classified areas, operators and sites below are the ones covered in the SAMS Kuwait market guide.
Greater Burgan is the world's largest sandstone oil field and the second largest overall, with Kuwait Oil Company beginning commercial production there in 1946.
Kuwait's refineries include Mina Al-Ahmadi, Mina Abdullah and Al Zour; Shuaiba closed in 2017 to be repurposed for the Clean Fuels Project.
KNPC was established in 1960, became fully government-owned in 1975, and in April 2025 Kuwait Petroleum Corporation announced its merger with KIPIC.
Kuwait covers 17,820 square kilometres, about 200 km north to south and 170 km east to west, with 195 km of coastline.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Kuwait. Summer readings in Kuwait sit at the top of the global range, and a northerly dust event can coat the Ahmadi belt within an hour. IP68 sealing helps the handset survive that dust, and a rugged build copes with knocks on steel. IP68 is an ingress rating, though, and it adds no explosion protection of its own.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Kuwait. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Greater Burgan in the south-east, with Magwa and Ahmadi sub-fields, around Al Ahmadi. Refineries at Mina Al-Ahmadi and Mina Abdullah are in the same coastal belt south of Kuwait City.
Yes, summer highs average 42 to 46 degrees Celsius and record 54. Use devices rated for high ambient temperature, and avoid leaving them in vehicles or direct sun.
IP68 sealing is designed to keep dust out, and the build is rugged. Heat is a separate question: the certified ambient range and T4 class are fixed by the certificate, which is not yet issued. Compare the published range with your site maximum, and confirm with the operator before planning summer use.
