Supply base
A government speech in 2013 described a S$300 million upgrade of Loyang Offshore Supply Base, supporting repair of specialised offshore equipment and mobilisation of offshore vessels.
Singapore supports offshore oil and gas through rig and floating-unit work at Seatrium yards and through the Loyang Offshore Supply Base run by Toll Offshore Petroleum Services. Equipment repair, vessel mobilisation and conversion work create hazardous areas. An IECEx smartphone distributor in Singapore offshore support sector would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Singapore offshore support sector has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Singapore Offshore Operations. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Seatrium offers construction, repair, upgrading and conversion of rigs, floaters and offshore platforms from its Singapore yards.
Two of the world's largest FPSOs, P-80 and P-82, were christened at Seatrium's Tuas Boulevard Yard, each able to produce 225,000 barrels of oil a day, with an industry-first dual sailaway.
Seatrium was formed in 2023 when Sembcorp Marine took over Keppel Offshore & Marine and was renamed, and it runs shipyards in Singapore, Indonesia, the United Kingdom and Brazil.
Alongside the main Singapore yards, Seatrium operates offshore-specific yards at Crescent and Pandan, so rigs and floating units are fitted out at several locations.
The Loyang base covers 32 hectares and its wharf area can serve more than 11 vessels at once, with 24-hour manned security and video surveillance.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Singapore offshore support sector. Offshore units built or converted in Singapore usually end up working in other regions under international operators. That is the situation for which IECEx exists: one certificate of conformity and a schedule of conditions that travel with the equipment. The IS-04Z1 has neither yet, because certification is in progress.
A distributor for Singapore offshore support sector would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
Likely candidates are rig and floating-unit conversion, offshore equipment repair workshops, vessel mobilisation quays, hazardous materials storage. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Singapore offshore support sector.
Newbuild and conversion projects ramp up in phases, with contractor numbers peaking during outfitting and commissioning. Dates are set by owners and yards, so contact the project team early to learn the approved-equipment list and induction requirements.
The Loyang base describes 24-hour manned security, strict access requirements and video surveillance. Expect advance registration and gate screening, and declare any electronic equipment. Confirm details with the host company before travel.
Buyers here are typically yards, service companies and operators with their own approvals, and a project may follow the unit owner's rules as well. SAMS cannot grant approval. Ask each project's safety team for its device requirements, and confirm with the site operator.
