Sinopec: projects and investment
A joint-venture ethylene plant in Wuhan was completed at the end of 2012 with a South Korean partner, designed to provide about 800,000 tonnes a year of ethylene.
Sinopec is a Beijing-headquartered state-controlled energy and chemicals group and the world's largest oil refining conglomerate. It operates refineries, petrochemical complexes and upstream units such as Shengli Oilfield in Shandong, and the Zhenhai base in Ningbo, upgraded to 40 million tonnes a year. Buyers searching for an IECEx mobile phone supplier for Sinopec can take the datasheet and the certification schedule for the IS-04Z1 now; supply follows certification.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An IECEx mobile phone for Sinopec cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in China. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Sinopec buys largely through its own EPEC.com procurement portal, and only suppliers certified by Sinopec can sell on it; confirm current certification steps with Sinopec. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.
A joint-venture ethylene plant in Wuhan was completed at the end of 2012 with a South Korean partner, designed to provide about 800,000 tonnes a year of ethylene.
Sinopec's filling stations are common along China's roads and rivers, so forecourt and inland waterway fuelling points are part of its hazardous-area footprint alongside refineries and chemical parks.
The Fujian refinery was revamped under a 2007 agreement to triple its capacity to 240,000 barrels a day by 2009, showing how refinery expansion has added new process units to older sites.
The SECCO ethylene derivatives plant in the Shanghai Chemical Industry Park, built from 2005, produces over 3.2 million tonnes of petrochemical products a year, and Sinopec bought out its partner's stake in 2017.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Sinopec. Sinopec's refining and chemical complexes work with international technology partners and EPCs, many of whom use IECEx documents. A certificate of conformity with its schedule of conditions gives Sinopec reviewers and these partners a shared reference. The IS-04Z1 is designed for IECEx, still in progress. Chinese requirements may apply separately.
Nothing can be bought for Sinopec today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
Sinopec buys largely through its own EPEC.com procurement portal, and only suppliers certified by Sinopec can sell on it; confirm current certification steps with Sinopec.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Large chemical industry parks usually apply park-wide safety rules, access control and contractor induction on top of each plant's own permit system. Check with both the plant operator and the park management what training and equipment approvals are needed before bringing devices on site.
Eastern coastal plants are often hot and humid in summer with salt-laden air near the coast, which stresses seals, connectors and batteries. Look for good ingress protection and corrosion resistance, and ask the plant about its environmental limits for portable electronics.
Only suppliers certified by Sinopec can sell on its EPEC.com portal, so certification comes first. Confirm the current steps with Sinopec. The IS-04Z1 has no certificate yet and SAMS has appointed no distributor, so no sales route is open. A datasheet and schedule can be shared now.
