Mexico: rules and approvals
Mexico has two approval schemes, telecom homologation and NOM certification, and neither is mandatory for every product; which applies depends on what is being sold.
The IS-04Z1 is an Ex mobile phone for people working inside classified areas at Mexican refineries, offshore platforms, petrochemical plants and fuel terminals. This page explains what to look for in an IECEx mobile phone for Mexico, and where the IS-04Z1 stands against that list today.

Oil was first refined into kerosene around 1876 near Tampico, and Pemex's Tula refinery in Hidalgo is among its major inland refining sites.
NOM certificates of conformity, issued by bodies such as NYCE and ANCE, allow customs clearance into Mexico, and the Secretaria de Economia oversees NOM enforcement.
The offshore Cantarell field was discovered in 1976, started production in 1979 and peaked in 2004, so ageing offshore infrastructure is a feature of Mexican upstream work.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Mexico. IECEx gives Mexican operators and the international contractors beside them, including Valero Mexico and Sempra Infraestructura, a common reference for Zone-based equipment. Ask for the certificate of conformity with its schedule of conditions, which states the marking and use limits. Plants here also think in Clase and División, so that mapping needs to be shown. No certificate is issued yet.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Following the 2025 changes, the Comision Reguladora de Telecomunicaciones within the Agencia de Transformacion Digital y Telecomunicaciones issues Certificates of Homologation, replacing the IFT. Check the current procedures with the CRT or an accredited body, as supplier documents may still cite IFT.
Gulf coast and offshore sites typically combine heat, high humidity, salt air and seasonal storms, so check ingress protection, corrosion resistance and operating temperature range. Confirm platform transfer rules, such as helicopter battery restrictions, with the operator before deployment.
Radio equipment needs homologación separately from hazardous area approval, and that step is in progress alongside the explosion protection programme. No approval has been granted yet. Check with the site and your telecoms team which documents they will require before any device is enrolled.
