Finland: industry on the ground
Finland lacks domestic fossil energy and imports substantial petroleum and natural gas, so refining, fuel terminals and gas-supply sites are mostly import-led rather than field-based.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for the refinery and polymer plants at Kilpilahti, the metal and chemical parks on the Bothnian coast and the mill and mine sites where a winter round is measured in kilometres. The Finnish Safety and Chemicals Agency, Tukes, monitors safety in technology, chemicals and hazardous materials, with divisions for facilities and mines and for products and equipment, and is Finland's competent authority for REACH, CLP and Seveso III. An IECEx cell phone distributor in Finland would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Finland has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Finland. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Finland market guide.
Finland lacks domestic fossil energy and imports substantial petroleum and natural gas, so refining, fuel terminals and gas-supply sites are mostly import-led rather than field-based.
The industrial sector accounted for 53% of total final energy consumption in 2021, well above the IEA average, so process industry sites strongly shape the demand for classified-area equipment.
About 2.8 million Finns rely on district heating, so combined heat and power plants and fuel handling sites exist in nearly every town.
Bioenergy and waste make up 33.6% of total energy supply and peat 2.7%, with Finland one of the last countries still burning peat, which brings fuel-dust handling into power and heat plants.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Finland. Finland hosts operators such as Neste and Borealis Polymers, and large plants draw in international contractors for shutdowns. For them the international scheme is a familiar reference: a certificate of conformity names the equipment, and its schedule of conditions lists any special conditions of use. IECEx certification for the IS-04Z1 is in progress, so nothing can be cited yet.
A distributor for Finland would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
The market guide for Finland covers Kilpilahti, Porvoo, Naantali, Kokkola, Harjavalta, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Finland.
Finland is an EU member, so ATEX Directive 2014/34/EU applies to equipment placed on the market and employers zone workplaces under Directive 1999/92/EC. Operators usually also apply their own permit and device registration processes. Ask the site safety office for its current list.
Neste built refineries at Naantali in 1957 and at Porvoo, in the Kilpilahti area, in 1965. Fuel terminals and gas-supply sites serve the rest of the country. Individual site rules and current operations should be confirmed with the operator before a visit.
The IS-04Z1 is designed for industrial duty with IP68 sealing, but cold performance of any lithium battery needs testing. Ask for the datasheet's operating temperature range and trial a unit on an actual winter round. Site rules on charging and storage in safe areas still apply.
