Expansion
Indian Oil's board approved expansion from 15 to 25 million tonnes a year; recent reports put full commissioning around December 2026, so project contractors are active on site.
Panipat in Haryana hosts Indian Oil's refinery and petrochemical complex at Baholi, which began operating in 1998 and now processes 15 million tonnes a year. Panipat is 95 kilometres north of Delhi and 169 kilometres south of Chandigarh on NH-44. This page explains what to look for in a hazardous area smartphone for Panipat, Haryana, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Panipat, Haryana: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Panipat India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
Indian Oil's board approved expansion from 15 to 25 million tonnes a year; recent reports put full commissioning around December 2026, so project contractors are active on site.
Crude arrives by pipeline from the Gujarat coast. Summers are generally hot and dusty, with cold foggy winters.
Paraxylene and purified terephthalic acid units were commissioned in June 2006, and a naphtha cracker complex next door makes ethylene and propylene for polymers.
The city is also known as the city of weavers and a textile centre, with wool and cotton milling, glass and electrical appliance manufacturing.
The refinery produces ultra-low sulphur diesel under BS VI norms and has four ambient air monitoring stations that predate its start-up.
A diesel hydrodesulphurisation unit was commissioned in 1999 to produce low-sulphur diesel.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Panipat, Haryana. Panipat's hazardous areas include refinery process units, the naphtha cracker and petrochemical units, product tank farms and loading gantries. Indian Oil, the operator, classifies its own areas, including any new units. PESO is the national regulator, and SAMS has no role in classifying any area.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.
Likely candidates are refinery process units, naphtha cracker and petrochemical units, product tank farms, loading gantries. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The refinery has process units, hydrogen and cracker areas, tank farms and loading facilities, and the naphtha cracker complex adds ethylene and propylene handling. The operator defines classified areas, so request the drawings before visiting.
Yes, the refinery has paraxylene and PTA units and a naphtha cracker complex alongside it. The units may have different operators and rules, so ask each site.
Cold can reduce battery capacity and fog adds moisture, so sealing and warm storage between uses help. An IP68 housing handles moisture ingress. Ask the operator about its rules for portable equipment outdoors in winter and where devices may be kept warm.
