Congestion
Dense traffic across the metropolitan area can slow deliveries, so lead times need extra margin.
Lagos is Nigeria's largest city and commercial centre, with the Apapa and Tin Can Island ports and a newer deep-sea port at Lekki. The refinery's main contractor was China National Chemical Engineering Company, with Engineers India providing project management, so international EPC contractors and mixed-language teams are typical on large Lagos projects. If you are specifying a hazardous area mobile phone for Lagos, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Lagos: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Lagos. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
Dense traffic across the metropolitan area can slow deliveries, so lead times need extra margin.
A wet season from May to October and coastal humidity apply.
Lagos has three ports, at Apapa, Tin Can Island and the Lekki deep-sea port, plus four expressways and a standard-gauge rail link to Abeokuta and Ibadan, and handles 88% of Nigeria's exports.
The Lagos Free Zone covers 830 hectares about 60 km east of Lagos city, is integrated with the Lekki Deep Sea Port, and counts Raffles Oil among its first companies.
Other major employers include two breweries, three major shipyards and numerous pharmaceutical companies, so flammable solvents, fuels and dust occur beyond oil and gas.
The Dangote refinery at Lekki reached full refining capacity in February 2026 and is the largest employer in Lagos, so it is the best-known large classified-area site in the city.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Lagos. Classified areas around Lagos are mainly refinery process units, fuel and LPG storage and port tanker jetties and loading. The operator or terminal owner classifies these, not SAMS. A specifier should ask the facility for its zone drawings and not assume every port or depot area is classified the same way.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.
Likely candidates are refinery process units, fuel and lpg storage, port tanker jetties and loading. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The Dangote refinery at Lekki is the largest, and the port areas of Apapa, Tin Can Island and Lekki handle fuel and bulk cargo. Shipyards, breweries and pharmaceutical plants also have classified areas. Confirm each site's zone classification and device rules with its operator.
Most imported equipment arrives through Apapa, Tin Can Island, Lekki or the international airport, and port congestion and customs clearance can add time. Agree a clearing agent, check radio-device import rules and allow buffer time before any shutdown or commissioning date.
Oil and gas suppliers often register on the NCDMB-managed NOGIC-JQS portal, and large operators also run their own formal vendor registration. Check which applies to your route to market. Confirm current requirements with the site operator or its procurement team.
