Mexico: rules and approvals
Telecom and wireless products follow the PEC conformity assessment procedure, which results in a Certificate of Homologation, so older IFT references in supplier paperwork may be out of date.
The IS-04Z1 is an Ex mobile phone for people working inside classified areas at Mexican refineries, offshore platforms, petrochemical plants and fuel terminals. The offshore Cantarell field was discovered in 1976, started production in 1979 and peaked in 2004, so ageing offshore infrastructure is a feature of Mexican upstream work. Distribution partners for Mexico are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Mexico has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Mexico. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Mexico market guide.
Telecom and wireless products follow the PEC conformity assessment procedure, which results in a Certificate of Homologation, so older IFT references in supplier paperwork may be out of date.
Applicants are described as needing in-country testing in Mexico or at a laboratory recognised under a mutual recognition agreement, plus a local representative or importer.
Pemex was formed by decree on 7 June 1938 after the nationalisation of the private oil companies, and it is still state-owned and run by the government.
Mexico has two approval schemes, telecom homologation and NOM certification, and neither is mandatory for every product; which applies depends on what is being sold.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Mexico. Mexico spreads classified work across the Bay of Campeche and Ciudad del Carmen, the Isthmus corridor, Altamira, Tula, Cadereyta, Salamanca and Salina Cruz. Dust areas, such as coke, sulfur, cement and grain handling, are easy to overlook. Operators classify each area, and ASEA requirements sit above that in hydrocarbons; SAMS does not classify.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Mexico. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Mexico.
Not always. Mexico has telecom homologation and NOM schemes, and which applies depends on the product. Radio products generally need homologation, while some electrical products also need NOM certificates for customs clearance. Confirm both requirements with a Mexican certification body before shipping.
Typically Pemex offshore platforms in the Gulf of Mexico, onshore fields and gas processing plants, refineries such as Tula, and petrochemical complexes on the Gulf coast. Each operator issues its own classification, so request the area drawing and the gas group and temperature class before specifying equipment.
They are different systems. Mexican practice follows the American code, so Clase and División is common, while the IS-04Z1 is designed for Zone 1 and Zone 21 and has an NEC 500 route in progress. The mapping is a documentation matter, so confirm acceptance with the unidad de verificación and the plant.
