Hazardous Area Cell Phone Distributor in Finland

The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for the refinery and polymer plants at Kilpilahti, the metal and chemical parks on the Bothnian coast and the mill and mine sites where a winter round is measured in kilometres. About 2.8 million Finns rely on district heating, so combined heat and power plants and fuel handling sites exist in nearly every town. A hazardous area cell phone distributor in Finland would carry the IS-04Z1 to these buyers once certification completes.

Short answer. Finland has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.

For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

More about Finland that matters for portable equipment

Finland: background

Neste built Finland's first refinery at Naantali in 1957 and the Porvoo refinery at Sköldvik (Kilpilahti) in 1965, so Naantali and Porvoo are the traditional centres of refining.

Finland: industry on the ground

Finland lacks domestic fossil energy and imports substantial petroleum and natural gas, so refining, fuel terminals and gas-supply sites are mostly import-led rather than field-based.

Finland: industry on the ground

The industrial sector accounted for 53% of total final energy consumption in 2021, well above the IEA average, so process industry sites strongly shape the demand for classified-area equipment.

Finland: industry on the ground

Bioenergy and waste make up 33.6% of total energy supply and peat 2.7%, with Finland one of the last countries still burning peat, which brings fuel-dust handling into power and heat plants.

The term · hazardous area

What “hazardous area” means for a smartphone

A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.

No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.

In Finland. Finnish classified areas range from the Kilpilahti refinery and cracker to kraft mill recovery boilers, lime kilns and chip piles, plus gas network sites such as the Inkoo terminal. Classification is carried out by the operator, in line with national rules, not by SAMS. The device must then be matched to each zone and dust or gas group.

The route · distribution

Distributing the IS-04Z1 in Finland

SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Finland yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.

What SAMS looks for in a partner

Operator relationships
Existing supplier registrations or a clear route to them with the main operators and contractors in Finland.
Ex-competent staff
People who understand zone classification, markings and the conditions of a certificate.

And equally important

Local-language support
Documentation, training and helpdesk in the languages the workforce uses.
Service capability
Spares, battery replacement and repair routed through SAMS-approved channels.
Questions · Finland

Frequently asked questions

Can we buy a hazardous area cell phone in Finland today?

Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.

What does a hazardous area cell phone in Finland cost?

No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.

Which hazardous areas is the IS-04Z1 designed for?

Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.

Which sites in Finland does this cover?

The market guide for Finland covers Kilpilahti, Porvoo, Naantali, Kokkola, Harjavalta, among others. Site-level pages are linked below.

How do I become a SAMS distributor for Finland?

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Finland.

Does Finland follow ATEX for handheld devices in hazardous areas?

Finland is an EU member, so ATEX Directive 2014/34/EU applies to equipment placed on the market and employers zone workplaces under Directive 1999/92/EC. Operators usually also apply their own permit and device registration processes. Ask the site safety office for its current list.

Where are Finland's main refining and fuel sites?

Neste built refineries at Naantali in 1957 and at Porvoo, in the Kilpilahti area, in 1965. Fuel terminals and gas-supply sites serve the rest of the country. Individual site rules and current operations should be confirmed with the operator before a visit.

Can a phone be used in cold Finnish winter conditions?

The IS-04Z1 is designed for industrial duty with IP68 sealing, but cold performance of any lithium battery needs testing. Ask for the datasheet's operating temperature range and trial a unit on an actual winter round. Site rules on charging and storage in safe areas still apply.
