IOCL: infrastructure
Indian Oil accounts for about 35% of national refining capacity together with subsidiary Chennai Petroleum, and about 71% of downstream pipeline throughput capacity, giving it a very large pipeline and terminal network.
Its interests cover refining, pipelines, marketing, exploration and production, natural gas and petrochemicals, and it is organised in seven major business divisions, so the buyer depends on which division owns the site. It operates 11 of India's 23 refineries and a cross-country pipeline network of over 13,000 km. This page sets out how an explosion proof smartphone supply route to IOCL will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An explosion proof smartphone for IOCL cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of its operations and the kinds of classified area that matter for portable equipment.
IndianOil runs an online vendor registration and empanelment portal, by goods, services or works category, and tenders are submitted electronically with a Class III digital signature certificate; confirm current rules on the IndianOil website. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.

Retail outlets range from city forecourts to Kaza in Himachal Pradesh, at 3,740 m the world's highest outlet under the company, so equipment may face mountain cold as well as coastal heat.
Indian Oil is under the administrative control of the Ministry of Petroleum and Natural Gas and has about 51% government ownership, so procurement follows public sector tendering norms.
The Indian Oil Group owns and operates 11 of India's 23 refineries, with a combined refining capacity of 80.7 million tonnes a year, so refinery shutdown and turnaround work is frequent and large.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In IOCL. In IndianOil refineries and terminals, 'explosion-proof' is everyday shorthand for several concepts. Flameproof Ex d protects fixed motors and switchgear, while intrinsic safety limits the energy of a portable device. A phone carried on refinery or pipeline terminal rounds is a handheld, so the IS-04Z1 is designed around intrinsic safety.
There is no stock to order for IOCL yet. The IS-04Z1 is pre-launch, certification is in progress, and supply will run through authorised distributors after the certificates are issued. Procurement teams can prepare now with the datasheet, the certification schedule and a safe-area evaluation.

Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Typical sites are refinery process units, tank farms, pipeline pumping stations, bulk terminals and loading gantries, plus retail forecourts and aviation fuel installations. Zone classification is site-specific, so ask the location's safety department for area drawings and its portable-electronics policy.
Plains and coastal refineries are hot and humid, with a heavy monsoon season that brings rain and condensation. For handheld devices check operating temperature range, ingress protection and corrosion resistance, and ask the site about its environmental limits.
