IOCL: industry on the ground
The Indian Oil Group owns and operates 11 of India's 23 refineries, with a combined refining capacity of 80.7 million tonnes a year, so refinery shutdown and turnaround work is frequent and large.
Retail outlets range from city forecourts to Kaza in Himachal Pradesh, at 3,740 m the world's highest outlet under the company, so equipment may face mountain cold as well as coastal heat. It operates 11 of India's 23 refineries and a cross-country pipeline network of over 13,000 km. This page explains what to look for in an IECEx mobile phone for IOCL, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for IOCL: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in India. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

IndianOil runs an online vendor registration and empanelment portal, by goods, services or works category, and tenders are submitted electronically with a Class III digital signature certificate; confirm current rules on the IndianOil website. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.

Indian Oil Corporation is registered in Mumbai and headquartered in New Delhi, while its refineries, pipelines and terminals are spread across the country, so site contacts are normally local rather than at head office.
Aviation fuel is supplied at major airports, and the company has subsidiaries such as Lanka IOC in Sri Lanka, so airport fuel farms and hydrant systems are also hazardous-area workplaces.
Its interests cover refining, pipelines, marketing, exploration and production, natural gas and petrochemicals, and it is organised in seven major business divisions, so the buyer depends on which division owns the site.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In IOCL. IndianOil runs a large refinery network, and international licensors and EPCs working on its projects often use IECEx documents. A certificate of conformity with its schedule of conditions gives IndianOil reviewers and these contractors a shared reference. The IS-04Z1 is designed for IECEx, still in progress. Indian requirements may apply separately.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
As a public sector company, Indian Oil buys through formal tendering and vendor registration, often via its e-procurement portal, and divisions may set their own technical requirements. Confirm the current registration process and required certificates with the relevant division's procurement office before bidding.
India applies Indian standards based on IEC explosive-atmosphere standards, and oil and gas sites are overseen by the petroleum and explosives safety authorities. Certification is normally through recognised Indian test bodies, so confirm which certificate Indian Oil's site will accept.
Yes. Panipat sees dust and high summer heat, while Haldia and Paradip face humidity and monsoon rain. Check the device's operating temperature range and battery plan. IP68 helps with water and dust but is not explosion protection. The IS-04Z1 is in certification. Confirm with IndianOil's HSE team.
