Portugal: infrastructure
The Sines LNG import terminal has three storage tanks with a total capacity of 390,000 cubic metres and regasification capacity of 5.6 million tonnes a year, making Sines Portugal's key gas import site.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, aimed at the refining and polymer complex at Sines, the chemical plants at Estarreja and the pulp, cement and mining sites in between. This page explains what to look for in an explosion proof smartphone for Portugal, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Portugal: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

The Sines LNG import terminal has three storage tanks with a total capacity of 390,000 cubic metres and regasification capacity of 5.6 million tonnes a year, making Sines Portugal's key gas import site.
In 2000 about 85% of Portugal's energy was imported, so most fuel and gas reaches the country through port terminals rather than domestic fields.
Sines on the Atlantic coast hosts an important oil refinery and several petrochemical industries.
Portugal aims to cover 80% of electricity consumption with renewables by 2030 and has developed a hydrogen strategy to reduce gas imports, which may add hydrogen-classified areas.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Portugal. People at Sines say explosion proof, but the concepts differ. Flameproof Ex d suits fixed motors and instruments, while the IS-04Z1 uses intrinsic safety, Ex ib. That suits a handset carried through a refinery, the polymer complex or the LNG terminal, where one person moves between many areas in a shift.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Portugal is an EU member, so ATEX Directive 2014/34/EU applies to equipment and Directive 1999/92/EC to workplace zoning. Zone 1 and Zone 2 devices should carry CE and Ex markings with instructions in Portuguese where required. Operators usually add their own permit and registration procedures.
Sines hosts Portugal's LNG import terminal, with three storage tanks totalling 390,000 cubic metres and a regasification capacity of 5.6 million tonnes a year. Terminal and port operators set their own induction and device rules, so confirm them before sending equipment.
Yes, Zone 21 dust protection belongs to the same certification programme as the gas marking. In pulp, cement and mineral processing the powder area is the plant, not a corner of it, so check the final certificate and the site's own dust classification with the operator.
