HD Hyundai Heavy Industries builds tankers, LNG carriers and FPSOs at Ulsan and merged with HD Hyundai Mipo in 2025.
S-Oil is scheduled to complete the Shaheen Project, one of the world's largest petrochemical facilities with an investment of nine trillion won, by 2026, adding new process areas in Ulsan. Process plants, tank farms and shipyard work create extensive Zone 1 and Zone 2 areas. An explosion proof smartphone distributor in Ulsan would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Ulsan has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Ulsan. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.

SK Energy and S-Oil operate refineries in Ulsan; S-Oil's Onsan refinery had about 650,000 barrels per day in 2016.
Ulsan was designated a Special Industrial Zone in 1962 under South Korea's first five-year plan, and Hyundai Heavy Industries founded its shipyard there in 1973, turning it into a company town.
Ulsan is described as South Korea's industrial powerhouse, hosting the world's largest automobile assembly plant, the world's largest shipyard and the world's third-largest oil refinery, which is owned by SK Energy.
Ulsan has more than 1.1 million residents and the highest GDP per capita of any region in South Korea, at about 65,352 dollars in 2020, with a deep pool of industrial technicians.
The SK Energy refinery has a capacity of 840,000 barrels a day, and a slightly smaller 669,000 barrel a day S-Oil refinery is also in the city, so two very large refineries operate side by side.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Ulsan. In an Ulsan refinery or yard, explosion-proof is a casual label. Flameproof Ex d suits fixed equipment, while a handheld phone in process areas or a vessel tank relies on intrinsic safety. The IS-04Z1 is designed around that concept, with certification in progress and each operator's rules applying.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Ulsan yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, petrochemical plants, tank farms, shipyard tank and cargo-space work. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Ulsan.
Two very large refineries, petrochemical complexes, a major shipyard, an automobile plant and a growing hydrogen network. Gas, vapour and hydrogen areas are the typical concerns, and each operator classifies its own plant, so request zone drawings before using handheld devices.
Yes. Fuel and cargo tanks, paint stores, coating bays and hot-work areas can all be treated as hazardous locations. Shipyards usually issue gas-free and hot-work permits, so ask how portable devices are controlled under those permits.
They can. Shipyards work in vessel tank and cargo spaces under permits for each vessel, while refineries classify fixed process areas, so approvals and markings may differ. The IS-04Z1 has no certificate yet. Ask each facility for its own device rules.
