Hot, humid Gulf coast; outdoor equipment should resist heat and salt air.
ADNOC announced in 2018 a plan to double the city's population through a Dh165 billion investment in a very large integrated refining and petrochemicals complex. The TA'ZIZ chemicals zone is being developed alongside them, adding new classified areas. Distribution partners for Ruwais industrial complex are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Ruwais industrial complex has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Ruwais Petrochemical. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
Who operates there and which kinds of classified area a handset would meet, from the SAMS site research.
Hot, humid Gulf coast; outdoor equipment should resist heat and salt air.
ADNOC rates Ruwais Refinery East at over 922,000 barrels a day, making it the world's fourth-largest single-site refinery; Ruwais Refinery West, opened in 2014, is rated at up to 417,000 barrels a day.
Ruwais, now officially Al Dhannah, lies 240 km west of Abu Dhabi city in the Western Region, so visiting teams face a long road transfer.
UAE mobile phones are type-approved by the Telecommunications and Digital Government Regulatory Authority, which has added advanced mobile location testing to mandatory phone tests.
The industrial and housing complex was planned in the 1970s around the Ruwais Refinery and inaugurated in 1982; a hydrocracker was added in 1985, so units span several decades.
The Ruwais Housing Complex covers 6 square km and sits 10 km from the plants, with its own shops, schools, banks, mosques and clinic, so most staff commute each day.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Ruwais industrial complex. Across refinery process units, NGL fractionation, polyolefin plants and marine jetties, explosion-proof is used as shorthand. Flameproof Ex d suits fixed pumps and enclosures; a handheld phone relies on intrinsic safety. Each operator, ADNOC, ADNOC Gas, Borouge or TA'ZIZ, decides which protection concept its units need.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Ruwais industrial complex yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, ngl fractionation, polyolefin plants, marine jetties and fuel pipelines. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Ruwais industrial complex.
A hospital opened in 2012 offers a 24-hour emergency department and ambulance service for ADNOC staff and the wider Al Dhafra Region. For work permits, operators still set their own emergency response arrangements, so confirm them during site induction.
Yes. Besides the refinery, the complex has a fertiliser plant and a sulphur handling terminal. Fertiliser and sulphur can create dust and corrosive conditions as well as flammable gas hazards elsewhere on site, so check each plant's classification and equipment-group requirements.
Ruwais hosts ADNOC, ADNOC Gas, Borouge and TA'ZIZ, and each runs its own supplier registration and equipment approval. The rules that apply depend on whose area you work in. Ask the relevant operator's procurement and HSE teams before bringing a device on site.
