United Arab Emirates: logistics and access
Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010.
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants. Launch is Q4 2026, so what we can share now is the specification, the certification schedule and an evaluation unit. This page sets out how an explosion proof mobile phone supply route to United Arab Emirates will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An explosion proof mobile phone for United Arab Emirates cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in United Arab Emirates. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS United Arab Emirates market guide.
Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010.
The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
The Ministry of Industry and Advanced Technology handles conformity declarations for safety, valid for one year, with a local representative required.
Jebel Ali also hosts a large power and desalination complex and an aluminium smelter alongside oil storage and bunkering terminals.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In United Arab Emirates. Explosion-proof is the common phrase, but the UAE spans offshore islands, gas processing and refinery tankage. Flameproof Ex d suits fixed equipment, while the IS-04Z1 uses intrinsic safety to limit the energy of a handheld. On Das Island or at Ruwais a reviewer asks which concept protects the device carried into the area.
There is no stock to order for United Arab Emirates yet. The IS-04Z1 is pre-launch, certification is in progress, and supply will run through authorised distributors after the certificates are issued. Procurement teams can prepare now with the datasheet, the certification schedule and a safe-area evaluation.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
The Ministry of Industry and Advanced Technology handles safety declarations of conformity, listed as valid for one year with a local representative required. This is separate from the TDRA telecom approval, so ask your supplier to confirm both.
Ruwais and the Abu Dhabi oil and gas fields, Fujairah's oil terminals, Jebel Ali in Dubai, with its power, desalination and aluminium smelter complex. Each belongs to a different operator.
It is designed with a 4,000 mAh battery and a fully sealed body to stay in service until the next rotation, since there is no same-day replacement. Certification is in progress. Confirm area classification and permit rules with the operator before any use.
