EQUATE: rules and approvals
Kuwait's communications regulator, CITRA, follows a European documentation approach, and its type approvals were extended from one to three years.
EQUATE was established in 1995 as Kuwait's first international joint venture in the petrochemicals industry. Owners are Petrochemical Industries Company (42.5%), Dow (42.5%), Boubyan Petrochemical (9%) and Al Qurain Petrochemical Industries (6%). Buyers searching for an explosion proof mobile phone supplier for EQUATE can take the datasheet and the certification schedule for the IS-04Z1 now; supply follows certification.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An explosion proof mobile phone for EQUATE cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Kuwait. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of its operations and the kinds of classified area that matter for portable equipment.
Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.
Kuwait's communications regulator, CITRA, follows a European documentation approach, and its type approvals were extended from one to three years.
The group makes over 6 million tonnes a year of ethylene, ethylene glycol, polyethylene, PET, styrene monomer, paraxylene, heavy aromatics and benzene, so liquids such as benzene and styrene are handled alongside gases and polymer.
Products are marketed across Asia, the Americas, Europe, the Middle East and Africa, so bulk export loading by sea is a regular activity.
Greater EQUATE brings EQUATE, the Kuwait Styrene Company, the Kuwait Paraxylene Production Company and the Kuwait Olefins Company under one integrated operational umbrella, so one site-wide safety system covers several plants.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In EQUATE. In a petrochemical complex, explosion-proof is shorthand for several concepts. Flameproof Ex d protects pump motors and fixed enclosures, while intrinsic safety suits a handheld phone. For rounds through the ethylene and polyethylene units, and around ethane and naphtha feedstock handling, the question for a portable device is intrinsic safety, which the IS-04Z1 is designed around.
Nothing can be bought for EQUATE today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.
Tell us the site, zone, gas group and quantity so the right authorised distributor can contact you.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Benzene, paraxylene and styrene are flammable liquids with vapours that can form explosive mixtures, and some have specific gas groups and temperature classes. Handheld devices should be certified for the gas group and T-class that the operator specifies; ask for the classification data.
Kuwait's communications regulator CITRA follows a European documentation approach, and type approvals now last three years instead of one. Confirm the current renewal rules with CITRA or your importer, then check EQUATE's own rules on portable devices inside classified areas.
Supplier registration and equipment approval are run by the organisation itself, so approval sits with EQUATE's procurement and HSE teams. Ask which evidence they need. The IS-04Z1 has no certificate yet, so share only the datasheet and target marking and avoid any claim of approval.
