Finland: who works there
Neste was founded in 1948 as the state petrol company and was the third largest Finnish company by revenue in 2021, with the Finnish state holding 35.91% of shares in 2022.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, built for the refinery and polymer plants at Kilpilahti, the metal and chemical parks on the Bothnian coast and the mill and mine sites where a winter round is measured in kilometres. Energy use per capita is the highest in the EU, partly because of energy-intensive industry, a cold climate and long distances, so winter operation of handheld equipment is a normal planning point. Distribution partners for Finland are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Finland has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Finland. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Neste was founded in 1948 as the state petrol company and was the third largest Finnish company by revenue in 2021, with the Finnish state holding 35.91% of shares in 2022.
Neste built Finland's first refinery at Naantali in 1957 and the Porvoo refinery at Sköldvik (Kilpilahti) in 1965, so Naantali and Porvoo are the traditional centres of refining.
Finland lacks domestic fossil energy and imports substantial petroleum and natural gas, so refining, fuel terminals and gas-supply sites are mostly import-led rather than field-based.
The industrial sector accounted for 53% of total final energy consumption in 2021, well above the IEA average, so process industry sites strongly shape the demand for classified-area equipment.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Finland. Explosion-proof is the everyday phrase, but in a Finnish chemical park the real choice is between protection concepts. Flameproof Ex d encloses an ignition, while intrinsic safety limits the energy so none can occur. For a handheld carried through a cracker, a recovery boiler area or a conveyor gallery, the IS-04Z1 is designed around intrinsic safety.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Finland. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Finland.
Yes, because fuel dust from wood, biomass and peat is combustible, so dust zones such as Zone 21 and Zone 22 matter alongside gas zones. Choose devices with dust group marking suitable for the site's classification drawings and the operator's own requirements.
Winter temperatures can fall well below the minimum rating of ordinary electronics, and battery capacity drops in the cold. Check the lowest rated ambient temperature on the certificate, glove-friendly touch operation and whether charging must happen indoors outside the classified area.
Gate procedures and contractor rules are set by the operator and the site authority, so requirements vary. A contractor would normally be asked for evidence that a device suits the zones it enters. Check the rules with the site before bringing any device in.
