Regional market
The port is positioned to serve the Cardiff Capital Region, about 1.5 million people or roughly half of Wales.
Cardiff Docks once had almost 11 km of quayage and still handle containers, steel, forest products and dry and liquid bulks, though coal exports built the port in the 19th century. Zone 1 work arises at fuel handling and storage, while Wales' refining is at Pembroke rather than Cardiff. Distribution partners for Cardiff and Roath Dock are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Cardiff and Roath Dock has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Cardiff. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
A short profile of the site and the kinds of classified area that matter for portable equipment.
The port is positioned to serve the Cardiff Capital Region, about 1.5 million people or roughly half of Wales.
Valero imports petrol, ultra low sulphur diesel, biofuels and heating fuels through Cardiff for distribution to the south Wales market.
Cardiff is the capital of Wales, with 381,516 residents in 2025, and sits in the Cardiff Capital Region of 1.5 million people, roughly half the nation's population.
In 2021 about 12.2 percent of residents aged three and over could speak Welsh, double the 1991 share, so bilingual signage and Welsh-language materials are common in public and some workplace settings.
Rival docks at Barry were promoted in the 1880s because they were accessible in all tides, which shows how strongly tidal range on the Severn Estuary and Bristol Channel shapes port operations.
Cardiff has a maritime climate with an average annual temperature of about 11 degrees Celsius and about 1,200 mm of rain on 153 days a year, with more than 100 mm a month from October to January.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Cardiff and Roath Dock. At a dock fuel terminal the phrase 'explosion-proof' usually means equipment that cannot ignite petrol or diesel vapour around jetty discharge and road tanker loading. Flameproof Ex d enclosures are one route; intrinsic safety is another that suits a handheld. The terminal operator chooses the concept for each area under its DSEAR assessment.
A distributor for Cardiff and Roath Dock would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are fuel storage and distribution terminal, marine jetty and tanker discharge, road tanker loading. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Cardiff and Roath Dock.
Yes. Health and safety law, including the Dangerous Substances and Explosive Atmospheres Regulations, applies across Great Britain, and the Health and Safety Executive regulates it. Employers must classify areas and control ignition sources, so ask the site for its hazardous-area register.
Rarely for industrial safety documents, which are normally in English, though public bodies provide Welsh versions and more than one in eight Cardiff residents speak Welsh. Check any contract or public-sector client requirements for bilingual materials.
No. Fuel arrives at Roath Dock by coastal tanker from Pembroke, so Zone 1 work in Cardiff arises at fuel handling and storage rather than refining. Wales' refining is at Pembroke. A buyer wanting refinery-scale demand should look to the Milford Haven Waterway instead.
