Governance
The city has been under the Royal Commission for Jubail and Yanbu since 2015.
Jazan City for Primary and Downstream Industries is a planned industrial city in south-west Saudi Arabia, governed by the Royal Commission for Jubail and Yanbu. It hosts Aramco's Jazan refinery, listed at 400,000 barrels a day, alongside a gasification and power complex, which creates Zone 1 areas. If you are specifying an ATEX and IECEx smartphone for Jazan City for Primary and Downstream Industries, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Jazan City for Primary and Downstream Industries: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

The city has been under the Royal Commission for Jubail and Yanbu since 2015.
The IGCC joint venture of Saudi Aramco, Air Products and ACWA Power supplies power, steam and hydrogen to the refinery under a 25-year own-operate-transfer contract.
Jazan Port, set up in 1976 and managed by Mawani, has 12 berths, about 5 million tonnes of annual capacity and ranks third among Saudi Red Sea ports.
Saudi Arabia's Communications, Space and Technology Commission issues radio type approval; certificates are renewed every two years and European test documents are accepted.
Jazan Province in the south-west covers 11,671 square km and had about 1.4 million residents in the 2022 census, so contractors and labour are available locally.
In 2024 the city became the first Royal Commission industrial city to achieve LEED Platinum certification for its proposed plan and design.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Jazan City for Primary and Downstream Industries. At Jazan, reviewers from Aramco and the adjoining gasification joint venture would want certificate evidence matched to refinery, syngas and hydrogen areas. A dual ATEX and IECEx route helps because the joint venture includes international partners. The IS-04Z1 has no certificate yet; certification is in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
Likely candidates are refinery process units, gasification and syngas, hydrogen production, power generation. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Jizan Regional Airport, named for King Abdullah bin Abdulaziz, is reported to lie about 60 km south of the city, so road transfer is part of every trip. Port Jazan on the Red Sea handles freight, and Mawani manages it.
The refinery is reported to make LPG, sulphur, asphalt, benzene and para-xylene from heavy and medium crude. Flammable gases and vapours, and sulphur handling, mean classified areas around process units and storage. Area classification is set by the operator, so request the drawings.
The sheet does not confirm the current operating status of the refinery against recent sources, so do not assume it. Contact Aramco or the site operator for current status before planning a deployment. For the device itself, the relevant questions are classification, certification progress and supplier registration.
