OQ: who works there
Oman Refineries and Petrochemicals Company was created in 2007 by merging Oman Refinery Company with Sohar Refinery Company, bringing the Mina Al Fahal and Sohar refineries under one operator.
OQ is an Omani integrated energy group wholly owned by the Government of Oman and part of the Oman Investment Authority, created in 2019 when Orpic merged with Oman Oil Company. Its refining arm, OQ Refineries and Petroleum Industries, runs the Sohar and Mina Al Fahal refineries, and OQ is a partner in the Duqm refinery joint venture (OQ8). This page explains what to look for in an ATEX and IECEx smartphone for OQ, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for OQ: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Oman. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The main sites and the hazardous-area types a portable device is likely to meet at this organisation.
OQ reports more than 13,000 registered vendors and suppliers and has a Vendors page on its website; confirm current registration and equipment approval requirements with its procurement and HSE teams. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.
Oman Refineries and Petrochemicals Company was created in 2007 by merging Oman Refinery Company with Sohar Refinery Company, bringing the Mina Al Fahal and Sohar refineries under one operator.
OQ traces back to Oman Refinery Company (1982) and Oman Oil Company (1996), and took its present form in 2019 when Oman Oil Company merged with the refining and petrochemical company Orpic.
The Sohar Refinery Improvement Project began construction in 2014, and the 2018 programme also included groundwork for the Salalah LPG and Salalah Ammonia projects.
OQ held a 40 per cent share in the Khazzan gas field until 2018, when it sold 10 per cent of that stake to Petronas, and it also signed concessions with Occidental that year.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In OQ. An OQ reviewer would expect certificate evidence before a handheld enters refinery process units or LPG facilities at Sohar, Mina Al Fahal or Salalah. International contractors and EPCs work across OQ projects, so a dual ATEX and IECEx route lets one product answer both families of paperwork. The IS-04Z1 is in certification and no certificate exists.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Typically the refinery process areas at Sohar and Mina Al Fahal, petrochemical and polymer plants, the LPG and ammonia facilities at Salalah and the large crude and product terminals. OQ or the site operator issues the area classification, so request the hazardous-area drawing before specifying equipment.
The Duqm Refinery and Petrochemical Complex is a joint venture between OQ and Kuwait Petroleum International, so contractors may deal with the joint venture company rather than OQ directly. Ask the project or operating team who issues site access and equipment approvals before shipping devices.
Not necessarily. Duqm is a 50:50 joint venture, so its operating company may have its own procurement and HSE rules. Confirm the operating entity and its requirements. The IS-04Z1 has no certificate yet, and SAMS has appointed no distributor for Oman.
