Portugal: infrastructure
The Sines LNG import terminal has three storage tanks with a total capacity of 390,000 cubic metres and regasification capacity of 5.6 million tonnes a year, making Sines Portugal's key gas import site.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, aimed at the refining and polymer complex at Sines, the chemical plants at Estarreja and the pulp, cement and mining sites in between. This page sets out how an ATEX and IECEx mobile phone supply route to Portugal will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An ATEX and IECEx mobile phone for Portugal cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

The Sines LNG import terminal has three storage tanks with a total capacity of 390,000 cubic metres and regasification capacity of 5.6 million tonnes a year, making Sines Portugal's key gas import site.
In 2000 about 85% of Portugal's energy was imported, so most fuel and gas reaches the country through port terminals rather than domestic fields.
Sines on the Atlantic coast hosts an important oil refinery and several petrochemical industries.
Portugal aims to cover 80% of electricity consumption with renewables by 2030 and has developed a hydrogen strategy to reduce gas imports, which may add hydrogen-classified areas.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Portugal. A Portuguese HSE or procurement reviewer at Galp, Bondalti or REN Atlântico would expect ATEX evidence, with the certification programme running now, and IECEx alongside for international contractors on Sines and Estarreja projects. Both are in progress and no certificate is issued. Ask for written evidence and the precise marking string.
Nothing can be bought for Portugal today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
The market guide for Portugal covers Sines, ZILS Alentejo, Estarreja, Matosinhos and Leça, among others. Site-level pages are linked below.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Portugal is an EU member, so ATEX Directive 2014/34/EU applies to equipment and Directive 1999/92/EC to workplace zoning. Zone 1 and Zone 2 devices should carry CE and Ex markings with instructions in Portuguese where required. Operators usually add their own permit and registration procedures.
Sines hosts Portugal's LNG import terminal, with three storage tanks totalling 390,000 cubic metres and a regasification capacity of 5.6 million tonnes a year. Terminal and port operators set their own induction and device rules, so confirm them before sending equipment.
Yes, Zone 21 dust protection belongs to the same certification programme as the gas marking. In pulp, cement and mineral processing the powder area is the plant, not a corner of it, so check the final certificate and the site's own dust classification with the operator.
