Kazakhstan: rules and approvals
Kazakhstan applies TR CU 012/2011, the Eurasian Economic Union technical regulation, to equipment for explosive atmospheres; certification is mandatory and self-declaration is not allowed.
A Zone 1 / Zone 21 smartphone for crews at Tengiz, Kashagan and Karachaganak, the Atyrau, Pavlodar and Shymkent refineries and the coal and metals industry of Karaganda and Ekibastuz. This page sets out how an ATEX and IECEx mobile phone supply route to Kazakhstan will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An ATEX and IECEx mobile phone for Kazakhstan cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

Kazakhstan applies TR CU 012/2011, the Eurasian Economic Union technical regulation, to equipment for explosive atmospheres; certification is mandatory and self-declaration is not allowed.
Atyrau, 350 kilometres north of Tengiz, is the main transport hub for Tengiz oil, so road, rail and air links through Atyrau shape logistics for the western fields.
Under TR CU 012/2011 the applicant must be registered in a member state, testing is done by bodies in the union's unified register, and ATEX or IECEx certificates are not accepted in place of it.
Telecommunications matters, including radio-frequency conversion procedures, are handled by the Telecommunications Committee within the ministry responsible for digital development.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Kazakhstan. A Kazakh reviewer would expect IECEx evidence and then EAC Ex certification under TR CU 012/2011, which the sheet lists as planned after IECEx. ATEX evidence helps international operators and contractors. A dual route lets one pack serve the operator and visitors. No certificate has been issued.
Nothing can be bought for Kazakhstan today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Equipment for explosive atmospheres falls under the Eurasian Economic Union regulation TR CU 012/2011, where certification is mandatory, self-declaration is not accepted and ATEX or IECEx certificates do not replace it. The applicant must be registered in a member state. Confirm requirements with an accredited EAEU certification body.
Telecommunications matters, including radio-frequency procedures, are handled by the Telecommunications Committee under the ministry responsible for digital development. Whether a specific phone needs notification or registration depends on its radio technologies, so check current requirements with the committee or a local representative before importing.
The market guide says EAC Ex certification under TR CU 012/2011 is required and planned after IECEx. It has not been granted. Ask the operator which approvals it needs, and check the current certification status before placing any order.
