Brazil: rules and approvals
An OCP may issue its certificate on the basis of an IECEx test report and quality assessment report if they are equivalent, but only under Model 5, so IECEx work helps without replacing national certification.
The IS-04Z1 is an Ex mobile phone for people working inside classified areas on Brazilian platforms, refineries, petrochemical units, mills and terminals. If you are specifying an ATEX and IECEx cell phone for Brazil, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Brazil: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Brazil. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Brazil market guide.
An OCP may issue its certificate on the basis of an IECEx test report and quality assessment report if they are equivalent, but only under Model 5, so IECEx work helps without replacing national certification.
Petrobras began processing oil shale in 1953 with its Petrosix technology, and in 2006 its industrial retort could treat 260 tonnes of shale an hour.
ANATEL's CERTIFICA platform requires the local applicant's legal representative to sign a product warranty and technical support declaration, and certification templates need ICP-Brasil digital signatures.
The pre-salt oil fields lie within Brazil's exclusive economic zone and extend along the coast from Espirito Santo to Santa Catarina, with reserves estimated at more than 50 billion barrels.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Brazil. In Brazil a foreign certificate settles nothing alone: certification is compulsory, issued by an INMETRO-accredited OCP, and the INMETRO mark is what inspectors and Petrobras contracts look for. IECEx and ATEX evidence supports the file, particularly for international EPCs and FPSO owners such as MODEC and SBM Offshore, but does not replace it. Certification is in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Typically offshore pre-salt platforms and floating units off the south-east coast, onshore refineries and terminals, petrochemical complexes and ethanol and sugar mills. Each operator issues its own area classification, so request the zone drawing, gas or dust group and temperature class before choosing equipment.
Radio equipment needs ANATEL certification through the CERTIFICA platform, using a local legal representative who signs the warranty and technical support declaration, with digital signatures from ICP-Brasil on templates. Requirements change, so confirm current steps with ANATEL or an accredited certification body.
No: certification is compulsory and issued by an OCP accredited by INMETRO, under Portaria INMETRO 115 of 2022. IECEx data normally supports the Brazilian file without replacing it. The IS-04Z1 has no certificate of any kind yet. Check requirements with Petrobras or your contract's equipment specification.
