United Arab Emirates: industry on the ground
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
The IS-04Z1 is a Zone 1 and Zone 21 handset for UAE field crews and the people who equip them: offshore operators, maintenance technicians, HSE advisers and telecoms teams. Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010. Distribution partners for United Arab Emirates are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. United Arab Emirates has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

The main operators, industrial areas and sites that the SAMS United Arab Emirates market guide covers.
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
The Ministry of Industry and Advanced Technology handles conformity declarations for safety, valid for one year, with a local representative required.
Jebel Ali also hosts a large power and desalination complex and an aluminium smelter alongside oil storage and bunkering terminals.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In United Arab Emirates. A UAE procurement or HSE reviewer at ADNOC companies would expect certificate evidence that names the scheme, marking and ambient range, and a dual ATEX and IECEx route helps international contractors and EPCs working across Abu Dhabi and the northern emirates. The IS-04Z1 certification is in progress and no certificate has been issued.
A distributor for United Arab Emirates would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Yes. Telecom equipment needs TDRA type approval, valid for three years, with a compliance mark and supplier registration; no local testing is required. Confirm the latest rules per model.
Salt pans along the coast can accelerate corrosion, and summer heat is intense inland and on the coast. Choose devices with corrosion-resistant housings, sealed connectors and high operating-temperature ratings, and rinse and dry them after exposure to salt air.
Android 16 with EMM and MDM support is designed to let IT enrol, restrict and update the unit from the operator's own console. Check compatibility with your specific EMM product during an evaluation, and agree the policy for contractors who return devices at demobilisation.
