Where it is designed to work in Russia

Russia's classified areas are spread across a very large territory: oil and gas production in West Siberia and the Volga-Urals, gas and LNG projects on the Arctic coast, offshore work off Sakhalin, refining and petrochemical complexes, coal mining and the Baltic and Black Sea export ports.

Producers, refiners, petrochemical operators and their contractors need an explosion proof mobile phone they can carry into classified areas across these regions. The IS-04Z1 is designed for Zone 1 and Zone 21 duty of this kind, subject to certification and to supply being lawful.

Built for Russian operating conditions

Russia spans very different climates: Siberian and Arctic winters far below freezing, warm summers further south, and many sites a long way from any city.

For evaluators in Russia, the IS-04Z1 explosion proof mobile phone is designed around these points: Arctic and Siberian winter cold; Sour gas and the right gas group; Coal dust and Zone 21; A long shift in the cold, in gloves; Remote sites and long distances; Control over a large fleet.

Arctic and Siberian winter cold

At Arctic sites such as the Yamal peninsula, winter temperatures can fall far below freezing. The certified ambient range is stated on the certificate and will be published when it is issued; check it against your coldest shift before planning winter use.

Sour gas and the right gas group

Some gas processing and refining involves hydrogen sulphide, a toxic hazard as well as a flammable one. A marking target of Ex ib IIC covers the gas groups involved; personal gas detection remains a separate requirement.

Coal dust and Zone 21

Surface coal handling, conveying and preparation, for example in the Kuzbass, create Zone 21 dust areas, which the design targets. Underground mining is equipment Group I and outside this device's scope.

A long shift in the cold, in gloves

Cold shortens any battery's working time and there is no safe area socket mid shift. The 4,000 mAh battery is sized for a working day; crews in thick winter gloves should test handling and the touchscreen during evaluation. Safe area charging instructions are part of the documentation.

Remote sites and long distances

Between plant, camp and wellsite the carrier signal can thin out. The device falls back to plant Wi-Fi, and four constellation GNSS fixes a position in open terrain.

Control over a large fleet

Handsets pass between operator staff and contractors. Android 16 with EMM and MDM support gives enrolment, remote lock and remote wipe, with Russian and English language settings.

Approvals in Russia

Certification programme ahead of Q4 2026 launch.

Russia is a member of the Eurasian Economic Union, so Ex equipment needs EAC Ex certification under TR CU 012/2011 before it is placed on the market. SAMS has not obtained EAC Ex and has no commitment to pursue it unless and until supply to Russia is lawful.

What your HSE and procurement teams will ask for.

Russia applies the Eurasian Economic Union technical regulation TR CU 012/2011 on equipment for explosive atmospheres. Ex equipment placed on the market needs an EAC Ex certificate of conformity issued by an accredited certification body, and carries the EAC mark. An IECEx or ATEX certificate alone is not accepted for the Union market, although existing reports can support the process. SAMS has not obtained EAC Ex.

Facilities classed as hazardous production facilities fall under Rostekhnadzor supervision, so operators will apply their own industrial-safety and equipment requirements, which the buyer should confirm. Radio equipment needs its own approval for use on Russian networks, and documentation in Russian is normally expected.

Sanctions and export controls. SAMS Mobile is UK-registered. Supply to Russia is subject to UK, EU and US sanctions and export-control law, and SAMS will not supply where it is prohibited. Every enquiry is screened before any datasheet, evaluation unit or quotation is issued. This page is not legal advice; confirm the position with your own trade-compliance adviser.

Use cases · Russia

Where the IS-04Z1 explosion proof mobile phone goes to work.

Typical Zone 1 and Zone 21 duty for the IS-04Z1 explosion proof mobile phone in Russia includes: Field and plant rounds in West Siberia; Arctic and offshore projects; Refinery and petrochemical turnarounds; Coal handling and preparation plants.

Upstream01

Field and plant rounds in West Siberia

Gas and oil processing plants spread over large sites, and a query needing a photograph can cost a drive across the field. A permitted handset means the image, the reading and the call happen at the equipment.

Arctic and offshore02

Arctic coast and offshore projects

Crews on Arctic and offshore installations work fixed rotations in a demanding environment. A Zone 1 handset lets technicians close permits and log defects where they work.

Refining03

Refinery and petrochemical turnarounds

Refinery shutdowns concentrate contractor hours into short windows across a classified process area. Supervisors clear hold points from the work front.

Mining and coal04

Coal handling and preparation plants

Surface coal handling, preparation and conveying create Zone 21 dust areas. Shift teams report plant condition with photographs and coordinates as they find it.

How to buy · Russia

How to evaluate and buy in Russia

Nothing ships before certification completes, and nothing ships to Russia where it is prohibited. Every enquiry is screened against UK, EU and US sanctions and export-control requirements before any datasheet, evaluation unit or quotation is issued.

  1. 01

Send the site details and end-user information

Tell us who the end user is, the zone, the gas group, the temperature class and where the fleet will work. Screening needs end-user and end-use information.

  2. 02

    Sanctions and export-control screening

SAMS screens the enquiry. Where supply is prohibited we will say so and not proceed; this is not legal advice, so confirm your own position with a trade-compliance adviser.

  3. 03

Datasheet and certificate schedule, where lawful

If screening is cleared, you receive the technical datasheet and a written schedule of which certifications are in progress and in what order.

  4. 04

Evaluation and supply, only where lawful

Evaluation units and any supply would follow only if lawful and only once certification permits. EAC Ex, radio approval and import steps are buyer requirements that SAMS has not committed to; a local partner would be considered only where lawful and after screening.

Questions · Russia

Frequently asked questions

Asking about a site in Russia?

Send your site, zone, gas group and end-user details. Every enquiry is screened before we reply with documents.

Ask about Russia →
Is the IS-04Z1 approved for use in Russia yet?

No. The device is pre-launch: IECEx certification is in progress and EAC Ex certification follows it. No Russian approval exists. Nothing should be planned into a classified area until the certificates exist.

Do I need EAC Ex certification in Russia?

Yes. As a member of the Eurasian Economic Union, Russia requires Ex equipment placed on its market to hold an EAC Ex certificate under TR CU 012/2011. An IECEx or ATEX certificate alone is not accepted. SAMS has not obtained EAC Ex and has no commitment to pursue it unless and until supply is lawful.

Will it work through a Siberian or Arctic winter?

Only within its certified ambient temperature range, which is stated on the certificate and will be published when it is issued. Winters at Siberian and Arctic sites can be severe, so check the range against your coldest outdoor shift, and test battery life and glove use, before planning winter use.

Is it suitable for underground coal mines?

No. Underground mining is equipment Group I, a separate category from the surface industry Group II that this device targets. Surface coal handling and processing areas classified as Zone 1 or Zone 21 are within scope.

Does it replace a gas detector at gas processing sites?

No. The Ex rating means the phone will not ignite a flammable atmosphere; it does not detect hydrogen sulphide. Carry personal gas monitors as your site rules require.

Can SAMS supply the IS-04Z1 to Russia?

Only where the law allows. SAMS Mobile is UK-registered, and supply to Russia is subject to UK, EU and US sanctions and export-control law. SAMS will not supply where it is prohibited, and every enquiry is screened before any datasheet, evaluation unit or quotation is issued. Confirm your position with your own trade-compliance adviser.

When will units be available, and who repairs them?

Launch is Q4 2026. Any supply to Russia would depend on supply being lawful, screening being cleared and the certificates a buyer needs, none of which is assured. No warranty or service terms are published, and repair of certified Ex equipment must be done by a recognised facility.

What is the price of an explosion proof phone in Russia?

No list price is published before the certificates exist. A quotation is issued only after screening, and only where supply is lawful, in writing against quantity and configuration. Landed cost would depend on certification and import steps that are not yet defined.
