United Arab Emirates: industry on the ground
Ruwais, now often called Al Dhannah and about 240 km west of Abu Dhabi, is an ADNOC industrial complex centred on a refinery inaugurated in 1982, with gas processing, fertiliser and petrochemical plants.
The IS-04Z1 is a Zone 1 and Zone 21 handset for UAE field crews and the people who equip them: offshore operators, maintenance technicians, HSE advisers and telecoms teams. Launch is Q4 2026, so what we can share now is the specification, the certification schedule and an evaluation unit. This page explains what to look for in a rugged smartphone for United Arab Emirates, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for United Arab Emirates: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

Port of Fujairah on the Gulf of Oman is the world's second-largest bunkering hub, with two oil terminals commissioned in 2006 and 2010.
The total area is about 83,600 square kilometres, and south and west of Abu Dhabi vast sand dunes merge into the Rub al Khali.
The Ministry of Industry and Advanced Technology handles conformity declarations for safety, valid for one year, with a local representative required.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In United Arab Emirates. Coastal humidity, salt air and long offshore rotations wear equipment in ways inland plant does not, and temperatures run above 45 °C. A rugged build is aimed at heat, humidity and salt, and IP68 is what survives a jetty washdown. IP68 is an ingress rating and does not give explosion protection.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
Yes. Telecom equipment needs TDRA type approval, valid for three years, with a compliance mark and supplier registration; no local testing is required. Confirm the latest rules per model.
Salt pans along the coast can accelerate corrosion, and summer heat is intense inland and on the coast. Choose devices with corrosion-resistant housings, sealed connectors and high operating-temperature ratings, and rinse and dry them after exposure to salt air.
Android 16 with EMM and MDM support is designed to let IT enrol, restrict and update the unit from the operator's own console. Check compatibility with your specific EMM product during an evaluation, and agree the policy for contractors who return devices at demobilisation.
