Oman: industry on the ground
Petroleum Development Oman delivers most of the country's crude and gas, owned 60 percent by the government, 34 percent by Shell, 4 percent by TotalEnergies and 2 percent by Partex.
The IS-04Z1 is an intrinsically safe smartphone designed for Zone 1 and Zone 21, aimed at the field operators, technicians, inspection engineers and HSE teams who work inside Oman’s classified areas. The Port of Salalah, managed by APM Terminals, is a major transshipment hub, and the adjacent Salalah Free Zone is developing heavy industry. A rugged smartphone distributor in Oman would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Oman has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

Muscat has a hot arid climate with about 10 centimetres of rain a year, falling mostly from December to April, so heat rather than rain is the main stress.
Oman's Telecommunications Regulatory Authority type approval is valid for four years, previously it had no expiry, and a local representative and compliance mark are required.
In February 2026 the TRA launched a Self-Declaration of Conformity service for importers, so the approval route for some products is changing.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Oman. Oman puts three environments on one purchase order: dry interior heat, humid coastal industry at Sohar and Sur, and the Dhofar monsoon, or khareef, from June to September. A rugged build is aimed at humidity and salt, and IP68 covers washdown and dust. IP68 does not provide explosion protection.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Oman. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Muscat's Mina Al Fahal and Rusayl, Salalah's free zone, and the Duqm special economic zone, along with fields in the interior. Each is managed by a different authority.
Petroleum Development Oman handles most crude and gas, with the government holding 60 percent and Shell and others sharing the rest. Other operators run separate blocks. PDO has its own contractor approval system.
It is designed to pair with a personal gas detector over Bluetooth so the two work together. Sour gas developments such as Harweel already require detection as routine, so confirm the pairing and alarm procedure with the operator's HSE team before adding the handset.
