Indonesia: background
Pertamina was created in August 1968 by merging Pertamin, founded in 1961, and Permina, founded in 1957 from nationalised Shell assets, and it is headquartered in Jakarta.
A Zone 1 and Zone 21 handset for Indonesian operators, mechanics, inspectors and contractor crews working across an archipelago where the nearest replacement device is often a flight away. Technical requirements for 5G devices follow Perdirgen No. 5/2021, so 5G-capable phones are tested against that rule as part of SDPPI certification. Distribution partners for Indonesia are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Indonesia has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Indonesia. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Indonesia market guide.
Pertamina was created in August 1968 by merging Pertamin, founded in 1961, and Permina, founded in 1957 from nationalised Shell assets, and it is headquartered in Jakarta.
Pertamina operates six oil refineries with a combined capacity of around 1 million barrels a day, as of 2013, and has not built a new refinery since Balongan opened in West Java in the mid-1990s.
Radio and telecom equipment certification by SDPPI is compulsory in Indonesia, with a three-year validity, local testing and a local representative required, and a marking requirement.
A market-access database lists CE and FCC among other schemes recognised in Indonesia, and notes that expired certificates cannot be renewed and must be tested again as a new model.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Indonesia. Indonesian sites face heat, humidity, heavy rain and salt air, and remote ones are far from replacement stock. IP68 sealing helps with water and dust ingress. It is an ingress rating, not explosion protection, which must come from certification. Battery behaviour in tropical heat should be tested on a trial unit.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Indonesia. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.
The market guide for Indonesia covers Cilacap, Central Java, Balikpapan, East Kalimantan, Dumai, Riau, Balongan, West Java, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Indonesia.
SDPPI certification is compulsory for radio and telecom equipment, with local testing and a local representative required, a marking requirement and a three-year validity. Expired certificates must be tested as a new model. Confirm the current rules with SDPPI or an accredited agent before importing.
A market-access database lists CE and FCC as other recognised schemes, but also notes local testing as required for certification. Foreign reports can therefore help but may not replace testing in Indonesia, so confirm the exact approach with SDPPI or an accredited laboratory.
The market guide lists SNI, Komdigi type approval and TKDN work, together with IECEx, as in progress. None has been granted. Requirements for a given project depend on the operator and regulators, so check the current status and ask the site operator before ordering.
