Brazil: background
Petrobras was created in 1953 under the slogan The Oil Is Ours, was given a legal monopoly, and is headquartered in Rio de Janeiro; its REDUC refinery began operating in 1961.
The IS-04Z1 is an Ex mobile phone for people working inside classified areas on Brazilian platforms, refineries, petrochemical units, mills and terminals. The pre-salt oil fields lie within Brazil's exclusive economic zone and extend along the coast from Espirito Santo to Santa Catarina, with reserves estimated at more than 50 billion barrels. A rugged smartphone distributor in Brazil would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Brazil has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Brazil. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Portaria INMETRO No. 115 of 21 March 2022 sets the conformity assessment rules for electrical equipment in explosive atmospheres, and it replaced Portaria No. 179/2010 from 1 April 2022.
ANATEL's warranty declaration rule rests on Resolution 715/2019, Act 3939/2021 and the Consumer Protection Code, so the local representative takes on legal responsibility for after-sales support.
An OCP may issue its certificate on the basis of an IECEx test report and quality assessment report if they are equivalent, but only under Model 5, so IECEx work helps without replacing national certification.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Brazil. A jetty at Suape, a deck in the Santos Basin and a unit at Camaçari all combine heat with salt-laden air and constant humidity. IP68 sealing and a rugged build are designed for the physical side. IP68 is a dust and water rating only; explosion protection comes from the INMETRO-accredited certification, not from the enclosure.
A distributor for Brazil would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Typically offshore pre-salt platforms and floating units off the south-east coast, onshore refineries and terminals, petrochemical complexes and ethanol and sugar mills. Each operator issues its own area classification, so request the zone drawing, gas or dust group and temperature class before choosing equipment.
Radio equipment needs ANATEL certification through the CERTIFICA platform, using a local legal representative who signs the warranty and technical support declaration, with digital signatures from ICP-Brasil on templates. Requirements change, so confirm current steps with ANATEL or an accredited certification body.
No: certification is compulsory and issued by an OCP accredited by INMETRO, under Portaria INMETRO 115 of 2022. IECEx data normally supports the Brazilian file without replacing it. The IS-04Z1 has no certificate of any kind yet. Check requirements with Petrobras or your contract's equipment specification.
