United States: rules and approvals
The FCC regulates radio frequency devices between 9 kHz and 3000 GHz, and most radio-containing products must follow an equipment authorisation procedure before being marketed.
The IS-04Z1 is built for people who work inside classified locations at American refineries, gas plants, terminals and wellsites, and for the HSE and IT teams who decide what goes through the gate. Buyers searching for a rugged mobile phone supplier for United States can take the datasheet and the certification schedule for the IS-04Z1 now; supply follows certification.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. A rugged mobile phone for United States cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in United States. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

The FCC regulates radio frequency devices between 9 kHz and 3000 GHz, and most radio-containing products must follow an equipment authorisation procedure before being marketed.
Zone-rated equipment in the US carries the AEx marking, for example Class I, Zone 0, AEx ia IIC T6, so a datasheet showing only ATEX or IECEx marks does not show US approval.
US workplace rules accept electrical equipment in explosive atmospheres only if it is approved by an OSHA-recognised NRTL, and OSHA states that the NRTL's specific mark is required, so CE and ATEX do not count.
The Permian also yields potash, mined by the room-and-pillar method in Lea and Eddy counties in New Mexico, which adds mining and mineral-dust hazards to the oil and gas activity.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In United States. A Permian wellpad in August and a North Dakota gas plant in January are two ends of one fleet, and the deepwater Gulf adds salt and weather. IP68 sealing and a rugged build are aimed at that range. IP68 is an ingress rating and does not by itself provide explosion protection.
Supply of the IS-04Z1 to United States starts only after certification, through authorised distributors. Until then a buyer can request the datasheet and the written certification schedule, and arrange a safe-area evaluation unit, which puts the site on the list for the right local channel at launch.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Not on its own. US workplace rules accept equipment approved by an OSHA-recognised NRTL and marked accordingly, and ATEX or IECEx certificates are not accepted in their place. Manufacturers usually need a separate US listing, so check the NRTL mark and the Class, Division or Zone marking on any device.
Both exist. Article 500 of the National Electrical Code defines the Class and Division system, and Articles 505 and 506 define Zones. Many existing refineries and gas plants are still classified by Division, so confirm which system the area drawing uses before selecting equipment markings.
IP68 sealing and a rugged build are aimed at August heat and January cold, and the 4,000 mAh battery at a shift away from the truck. The approved ambient range will come from the certificate, which is in progress, so confirm it for both extremes.
