Qatar: rules and approvals
Qatar's Communications Regulatory Authority issues a certificate of type approval for radio and telecom equipment based on EU and FCC standards, with no local representative and no fixed expiry.
The IS-04Z1 is an intrinsically safe smartphone for the crews inside Qatar’s classified areas and the people who equip them: panel and field operators, mechanical and instrument technicians, marine and jetty teams, HSE advisers and telecoms managers. More than 80 percent of Qatar's inhabitants live in Doha, while the industrial cities of Ras Laffan, 80 km north, and Mesaieed, 36 km south, are separate sites administered by QatarEnergy. Distribution partners for Qatar are being identified ahead of the Q4 2026 launch of the IS-04Z1.

The classified areas, operators and sites below are the ones covered in the SAMS Qatar market guide.
Qatar's Communications Regulatory Authority issues a certificate of type approval for radio and telecom equipment based on EU and FCC standards, with no local representative and no fixed expiry.
Ras Laffan Port encloses about 4,500 hectares of water and is described as the largest artificial harbour in the world, with the world's largest LNG export facility.
The North Field, found in 1971, is the world's biggest natural gas field, covering about 6,000 square kilometres offshore, and it supplies the plants at Ras Laffan.
Qatar is flat, dry desert with about 70 millimetres of rain a year, mild winters and summers that often reach 40 degrees Celsius.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In Qatar. Coastal Qatar passes 45 degrees with humidity that dry-heat testing does not represent, and a shamal brings dust. A rugged build is aimed at heat, humidity and salt, and IP68 sealing helps keep a handset serviceable after dust storms. IP68 is not explosion protection.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Qatar yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Qatar.
Industrial cities typically have gate and permit systems run by their administration and plant operators. Contractors normally need sponsorship and induction, so ask your host.
Ras Laffan Industrial City in the north for LNG, gas-to-liquids and refining, and Mesaieed Industrial City in the south, a prime industrial zone and tanking centre. Both are administered by QatarEnergy subsidiaries.
The radio inside the handset needs separate CRA type approval, and conformity for the imported product is administered by the Ministry of Commerce and Industry. Both sit inside the launch programme and neither has been granted. Confirm with the site operator which evidence is needed before bringing a device in.
