China: rules and approvals
ATEX certificates and Eurasian certificates are not accepted in China, and the applicant for CCC may be a foreign company.
The IS-04Z1 is an intrinsically safe handset for people who cross into classified areas in China every shift: oilfield and refinery operators, coal-mining safety officers, petrochemical engineers, and the HSE and telecoms teams who equip them. Phones also need the MIIT network access licence (NAL) and SRRC radio approval; the NAL is described as compulsory, valid for three years, with local testing and a local representative required. A rugged mobile phone distributor in China would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. China has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in China. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS China market guide.
ATEX certificates and Eurasian certificates are not accepted in China, and the applicant for CCC may be a foreign company.
CNCA designated six certification bodies and 13 testing laboratories for Ex products, and an IECEx test report may serve as test evidence but does not replace the CCC certificate.
The Daqing field in Heilongjiang, discovered in 1959 in the Songhua Jiang-Liao basin, has been the backbone of Chinese oil production for decades, and Shengli began producing in 1968.
China's land-based oil resources are mostly in the north, with large fields at Daqing, Shengli, Liaohe, Karamay and Dagang, so cold-climate and arid-climate sites are both common.
A rugged phone is built to survive water, dust, drops and rough handling, usually rated by an IP code and a drop specification. Ruggedness is an environmental property: it says nothing about whether a phone may be used where flammable gas or dust is present. That is decided by explosion-protection certification and marking.
The IS-04Z1 combines both: an IP68 sealed rugged build and a design for Zone 1 and Zone 21 (marking target Ex ib IIC T4). The explosion-protection certificates are in progress and none has been issued.
In China. China's industrial sites cover almost the full climate range, from the cold, dry north to the humid, subtropical south. IP68 sealing and a rugged build are specified for that spread, not one regional extreme. IP68 is a dust and water rating, and it does not provide explosion protection, which comes from NEPSI and IECEx certification.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for China yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is designed to IP68 sealing, with glove-friendly controls. Ruggedness is not explosion protection: that depends on the certificates, which are in progress.
The market guide for China covers Shanxi, Shaanxi and Inner Mongolia, Daqing, Shengli oilfield, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for China.
Fields such as Daqing in the north-east have cold winters, while Karamay and other north-western fields are arid, so a wide operating temperature range and dust ingress protection are sensible. Confirm site limits with the operator before deployment.
An IECEx test report is reported as recognised as test evidence, but it does not replace the CCC certificate, and ATEX certificates are not accepted. Plan a separate CCC programme with a designated body, using the IECEx test work to reduce duplication where permitted.
The design covers Zone 1 gas and Zone 21 dust together, matching the combined methane and coal dust exposure, but certification is in progress and no certificate exists. Underground mining is a distinct classification regime, so a mine operator would need to confirm suitability. Check requirements with the mine safety authority.
