Intrinsically Safe Smartphone Supplier for CNOOC

CNOOC is a Beijing-headquartered state-owned company, established in 1982, focused on offshore oil and gas. CNOOC Gas and Power is described as China's largest LNG importer and terminal operator, so LNG receiving terminals form a major class of its cryogenic and gas hazardous areas. This page sets out how an intrinsically safe smartphone supply route to CNOOC will work for the IS-04Z1, and what is and is not available before launch.

Supplier approval · CNOOC

Becoming an approved supplier to CNOOC

Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.

More about CNOOC that matters for portable equipment

CNOOC: projects and investment

A floating wind demonstrator near the Wenchang oil fields, 136 km from shore in water 120 m deep, fed power into the grid in 2023 with 7.25 MW installed capacity.

CNOOC: industry on the ground

The company works in six sectors: oil and gas exploration and development, technical services, logistics, chemicals and fertiliser, natural gas and power generation, and financial services.

CNOOC: geography and layout

The group's headquarters are in Beijing, in a building that opened in 2006, while production is offshore, notably in Bohai Bay and the South China Sea, far from head office.

CNOOC: who works there

CNOOC holds 7.34% of the deepwater Buzios field and 9.65% of the Mero development in Brazil, so some of its staff and contractors also work under overseas operators' rules.

The term · intrinsically safe

What “intrinsically safe” means for a smartphone

Intrinsic safety limits the electrical and thermal energy in a circuit so that neither a spark nor a hot surface can ignite a gas or dust atmosphere, even when a fault occurs. The ib level, used for Zone 1, tolerates one fault. It is the usual way to make a handheld device that a worker carries continuously through a hazardous area.

The IS-04Z1 is designed on this principle for Zone 1 and Zone 21 (marking target II 2 G Ex ib IIC T4). Intrinsic safety is a design basis, not a certificate: certification is in progress and none has been issued yet.

In CNOOC. Platform rounds, terminal inspections and plant checks at Huizhou involve photographing equipment, reading tags and recording faults in classified areas. A handheld designed as intrinsically safe could handle those tasks on one device. The IS-04Z1 is designed for this use, though certification is still in progress.

Sourcing the IS-04Z1 for CNOOC

Nothing can be bought for CNOOC today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

  1. 01

    Request the datasheet

The technical specification, marking target and conditions of use, sent by email.

  2. 02

    Ask for the certification schedule

Which certificates are in progress, in what order, and what is still to be confirmed.

  3. 03

    Evaluate in a safe area

Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

  4. 04

    Register for launch

Tell us the site, zone, gas group and quantity so the right authorised distributor can contact you.

Questions · CNOOC

Frequently asked questions

Can CNOOC buy the IS-04Z1 today?

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.

What does an intrinsically safe smartphone for CNOOC cost?

There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.

What does ‘intrinsically safe’ mean for the IS-04Z1?

The circuits are designed to limit energy so a spark or hot surface cannot ignite a gas or dust atmosphere, even with one fault (level ib, Zone 1). Certification of that design is in progress.

How does CNOOC approve suppliers?

Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams.

How will SAMS supply CNOOC?

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.

What language is needed for documentation in China?

Chinese is the working language at Chinese sites, so labelling, manuals and training for hazardous-area devices are normally expected in Chinese, with English accepted for some engineering exchange. Confirm the required documentation language with CNOOC's procurement and safety departments.

How do typhoons and sea conditions affect offshore equipment planning?

Offshore facilities in the South China Sea and Bohai Bay area typically plan around seasonal storms and cold-weather periods, which restrict crew changes and logistics. For handheld devices this means robust sealing and battery planning; confirm operating rules with the platform operator.

What should be checked for typhoon-season offshore use?

Check ingress protection, battery behaviour in heat and humidity, and whether the platform's rules allow handheld devices in a given area. IP68 helps with rain and spray but is not explosion protection. The IS-04Z1 is not yet certified. Confirm conditions with the platform operator.
