CNOOC: industry on the ground
The company works in six sectors: oil and gas exploration and development, technical services, logistics, chemicals and fertiliser, natural gas and power generation, and financial services.
CNOOC is a Beijing-headquartered state-owned company, established in 1982, focused on offshore oil and gas. Its listed arm, CNOOC Limited, reported record net production of 2.13 million barrels of oil equivalent per day in 2025, mainly from Bohai and the South China Sea. If you are specifying an intrinsically safe mobile phone for CNOOC, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for CNOOC: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in China. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The main sites and the hazardous-area types a portable device is likely to meet at this organisation.
Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.
The company works in six sectors: oil and gas exploration and development, technical services, logistics, chemicals and fertiliser, natural gas and power generation, and financial services.
The group's headquarters are in Beijing, in a building that opened in 2006, while production is offshore, notably in Bohai Bay and the South China Sea, far from head office.
CNOOC holds 7.34% of the deepwater Buzios field and 9.65% of the Mero development in Brazil, so some of its staff and contractors also work under overseas operators' rules.
A 2019 national science award recognised CNOOC's exploration of a deep, large-scale condensate gas field in the Bohai Bay Basin, which is a major offshore production area.
Intrinsic safety limits the electrical and thermal energy in a circuit so that neither a spark nor a hot surface can ignite a gas or dust atmosphere, even when a fault occurs. The ib level, used for Zone 1, tolerates one fault. It is the usual way to make a handheld device that a worker carries continuously through a hazardous area.
The IS-04Z1 is designed on this principle for Zone 1 and Zone 21 (marking target II 2 G Ex ib IIC T4). Intrinsic safety is a design basis, not a certificate: certification is in progress and none has been issued yet.
In CNOOC. Platform rounds, terminal inspections and plant checks at Huizhou involve photographing equipment, reading tags and recording faults in classified areas. A handheld designed as intrinsically safe could handle those tasks on one device. The IS-04Z1 is designed for this use, though certification is still in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
The circuits are designed to limit energy so a spark or hot surface cannot ignite a gas or dust atmosphere, even with one fault (level ib, Zone 1). Certification of that design is in progress.
Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
China operates its own explosion-protection certification scheme, commonly marked Ex with a national certificate, in addition to international schemes. CNOOC and its contractors normally ask for the certificate accepted in China, so confirm the required marks and testing bodies before offering devices.
Yes. Offshore platforms combine confined spaces, salt air and vibration with gas and oil areas, while LNG terminals involve cryogenic liquids, large storage tanks and jetties. Ask the facility for area classification drawings, and check device ratings for each environment.
Not by itself. CNOOC runs its own supplier registration and equipment approval, and national requirements may apply. IECEx documents help comparison but do not replace them. The IS-04Z1 has no certificate yet. Confirm current requirements with CNOOC's procurement and HSE teams before planning any evaluation.
