CNOOC: background
CNOOC was incorporated in 1982 under State Council regulations for cooperation with foreign enterprises, and was authorised to take overall responsibility for offshore oil and gas in China.
CNOOC is a Beijing-headquartered state-owned company, established in 1982, focused on offshore oil and gas. Its listed arm, CNOOC Limited, reported record net production of 2.13 million barrels of oil equivalent per day in 2025, mainly from Bohai and the South China Sea. Buyers searching for an IECEx mobile phone supplier for CNOOC can take the datasheet and the certification schedule for the IS-04Z1 now; supply follows certification.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An IECEx mobile phone for CNOOC cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in China. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.

IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In CNOOC. CNOOC works with international partners, including joint ventures at its petrochemical sites, and many of them use IECEx documents. A certificate of conformity with its schedule of conditions gives CNOOC reviewers and these partners a common reference. The IS-04Z1 is designed for IECEx, which is still in progress. Chinese requirements may apply separately.
Nothing can be bought for CNOOC today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
Supplier registration and equipment approval are run by the organisation itself; confirm current requirements with its procurement and HSE teams.
Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Chinese is the working language at Chinese sites, so labelling, manuals and training for hazardous-area devices are normally expected in Chinese, with English accepted for some engineering exchange. Confirm the required documentation language with CNOOC's procurement and safety departments.
Offshore facilities in the South China Sea and Bohai Bay area typically plan around seasonal storms and cold-weather periods, which restrict crew changes and logistics. For handheld devices this means robust sealing and battery planning; confirm operating rules with the platform operator.
Check ingress protection, battery behaviour in heat and humidity, and whether the platform's rules allow handheld devices in a given area. IP68 helps with rain and spray but is not explosion protection. The IS-04Z1 is not yet certified. Confirm conditions with the platform operator.
