India: background
India's first oil deposits were found near Digboi in Assam in 1889, and its gas industry began in the 1960s with discoveries in Assam and the Mumbai High field.
The IS-04Z1 is designed for people who work inside classified areas at Indian refineries, gas plants, LNG jetties and API blocks: field operators, inspection engineers, shift in-charges, and the HSE and materials teams whose sign-off a device has to survive. The largest crude reserves are in the Western Offshore region at 37 per cent and Assam at 27 per cent, so both offshore platforms and remote north-eastern fields matter. An industrial mobile phone distributor in India would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. India has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

Telecom approvals involve TEC's MTCTE scheme, WPC Equipment Type Approval for radio equipment, BIS registration for electronics, and trusted-source designation for equipment connected to licensed networks.
The Jamnagar refinery in Gujarat, commissioned in July 1999, now has installed capacity of 1.24 million barrels a day, the most at any single location in the world.
A July 2025 PESO procedure accepts an IECEx certificate with test report for all manufacturers, and EU-type examination certificates only from EU-based manufacturers.
“Industrial” describes a phone built for plant conditions: sealed, drop-resistant and manageable at fleet scale through Android Enterprise. It does not by itself mean the phone may enter a classified area. Only a device with a valid explosion-protection certificate and marking may do that.
The IS-04Z1 is designed to be both an industrial Android phone (IP68, 4,000 mAh battery, 50 MP camera, Android 16 with EMM and MDM support) and an intrinsically safe one. Its explosion-protection certificates are in progress and have not been issued.
In India. Indian sites mix operator staff and large contractor crews for shutdowns, so EMM or MDM enrolment helps provision and remove devices by contract. The IS-04Z1 is designed for managed deployment. Charging belongs in safe areas, and connectivity at remote or offshore-support sites needs planning with the site team.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for India yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Yes by design: IP68 sealing, a 4,000 mAh battery, a 50 MP camera and Android 16 with EMM and MDM support. The explosion-protection certificates are separate and still in progress.
The market guide for India covers Jamnagar, Gujarat, Dahej and the Gujarat PCPIR, Hazira and Surat, Vadodara, Koyali, Ankleshwar, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for India.
PESO approval is required for Ex electrical apparatus at petroleum, gas cylinder and pressure vessel premises, and imports are applied for through an Indian service provider or distributor. Whether it applies to a given site depends on the licensing category, so ask the site's safety team and a PESO consultant.
Typically the large coastal refineries such as Jamnagar, offshore platforms in the Western Offshore region, petrochemical and fertiliser complexes, and gas fields in Assam and Gujarat. Each operator issues its own area classification, so request the drawing, gas group and temperature class first.
The market guide lists PESO, BIS and WPC approvals as in progress, alongside IECEx. None has been granted yet. Which are needed for a given site depends on the operator and the regulator, so ask the site operator and check the current status before ordering.
