Singapore: rules and approvals
The Ministry of Manpower enforces explosive-atmosphere duties under the Workplace Safety and Health Act, while the Singapore Civil Defence Force regulates flammable-materials storage under the Fire Safety Act.
The IS-04Z1 is an intrinsically safe Zone 1 and Zone 21 handset for people who work inside classified areas on Jurong Island, at Pulau Bukom and around the Tuas terminals: process operators, inspection and maintenance engineers, turnaround crews and the WSH and IT teams who equip them. If you are specifying an IECEx smartphone for Singapore, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Singapore: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Singapore. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Singapore market guide.
The Ministry of Manpower enforces explosive-atmosphere duties under the Workplace Safety and Health Act, while the Singapore Civil Defence Force regulates flammable-materials storage under the Fire Safety Act.
Singapore sold 56.775 million tonnes of marine fuel in 2025, making it the largest bunkering port in the world by a wide margin and keeping fuel handling and barge work active around the clock.
SLNG plans a second LNG terminal offshore, slated to operate by the end of the decade, in addition to the existing Jurong Island terminal, so new gas-handling sites are expected over the coming years.
IMDA registers telecommunications equipment under a supplier's declaration approach. Cellular mobile devices, including 5G and LTE, fall under Simplified Equipment Registration, while base stations and similar higher-risk products need a recognised certification body.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Singapore. IECEx is the reference scheme for the international operators on Jurong Island, including ExxonMobil, Singapore Refining Company and Aster Chemicals and Energy, and for visiting turnaround contractors. Reviewers would read the certificate of conformity together with its schedule of conditions. The IS-04Z1 IECEx certificate is in progress and, with IMDA registration, is needed before any use.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
The market guide for Singapore covers Jurong Island, Pulau Bukom, Seraya and Merbau, Pulau Sebarok and Pulau Busing, among others. Site-level pages are linked below.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The Ministry of Manpower covers workplace safety duties for explosive atmospheres, and the Civil Defence Force covers flammable-material storage and dangerous-goods premises. In practice the site operator's own hazardous-area drawings and equipment standard decide what may enter a zone, so check them before shipping anything.
Visitors normally collect a Jurong Island visitor pass at the checkpoint, then receive a separate site pass from the plant they visit. One refinery's published rules ban phones in process and classified areas and ask visitors to declare electronic equipment. Expect similar screening and ask your sponsor in advance.
Hydrogen and acetylene, both gas group IIC, are handled on the island next to ethylene oxide in IIB, so a handset rated only to IIB cannot be used in some areas. The IS-04Z1 target is Ex ib IIC. Certification is in progress, so check the final certificate.
