Refining scale
ADNOC rates Ruwais Refinery East at over 922,000 barrels a day, making it the world's fourth-largest single-site refinery; Ruwais Refinery West, opened in 2014, is rated at up to 417,000 barrels a day.
Ruwais, in Al Dhannah on Abu Dhabi's western coast, hosts ADNOC's refining complex, the UAE's only natural gas liquids fractionation plant and the Borouge polyolefins plants. The TA'ZIZ chemicals zone is being developed alongside them, adding new classified areas. Distribution partners for Ruwais industrial complex are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Ruwais industrial complex has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Ruwais Petrochemical. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

TA'ZIZ plans 4.7 million tonnes a year of chemicals by the end of 2028; a dedicated chemicals port is scheduled for completion in the fourth quarter of 2026, and a 27-year utilities agreement with TAQA was announced in January 2026. These are plans, not completed facilities.
Alongside the refinery, the complex includes a fertiliser plant run by Ruwais Fertilizer Industries and a sulphur handling terminal, which add ammonia, fertiliser and sulphur handling to the gas and liquid hazards.
ADNOC announced in 2018 a plan to double the city's population through a Dh165 billion investment in a very large integrated refining and petrochemicals complex.
A purpose-built general hospital opened in 2012 has a 24-hour emergency department and ambulance service for ADNOC staff and the wider Al Dhafra Region.
Ruwais, now officially Al Dhannah, lies 240 km west of Abu Dhabi city in the Western Region, so visiting teams face a long road transfer.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Ruwais industrial complex. New development at TA'ZIZ alongside existing refining and polyolefin plants brings international EPCs and contractors to Ruwais. IECEx gives them a common reference, with a certificate of conformity and schedule of conditions read together. SAMS has no IECEx certificate for the IS-04Z1; certification is in progress.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Ruwais industrial complex yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
Likely candidates are refinery process units, ngl fractionation, polyolefin plants, marine jetties and fuel pipelines. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Ruwais industrial complex.
A hospital opened in 2012 offers a 24-hour emergency department and ambulance service for ADNOC staff and the wider Al Dhafra Region. For work permits, operators still set their own emergency response arrangements, so confirm them during site induction.
Yes. Besides the refinery, the complex has a fertiliser plant and a sulphur handling terminal. Fertiliser and sulphur can create dust and corrosive conditions as well as flammable gas hazards elsewhere on site, so check each plant's classification and equipment-group requirements.
Ruwais hosts ADNOC, ADNOC Gas, Borouge and TA'ZIZ, and each runs its own supplier registration and equipment approval. The rules that apply depend on whose area you work in. Ask the relevant operator's procurement and HSE teams before bringing a device on site.
