Nigeria: background
The Niger Delta was once called the Oil Rivers because it was a major producer of palm oil, and it is now a petroleum-rich region with a very dense population.
A Zone 1 / Zone 21 smartphone for crews on Niger Delta flow stations, deepwater FPSOs, export terminals and the refining complexes at Lekki and Eleme. NCC type approval standards are based on international work from IEC and CISPR, CENELEC and ETSI, and the commission publishes lists of approved handsets and approved equipment. An IECEx cell phone distributor in Nigeria would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Nigeria has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Nigeria. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Nigeria market guide.
The Niger Delta was once called the Oil Rivers because it was a major producer of palm oil, and it is now a petroleum-rich region with a very dense population.
Nigeria LNG's plant on Bonny Island began production in 1999 and now has six liquefaction trains with a combined capacity of 22 million tonnes a year of LNG, alongside natural gas liquids for export.
The Dangote Refinery at Lekki, Lagos was commissioned in May 2023, began operations in January 2024 and has a stated capacity of 700,000 barrels a day.
The Delta states of Bayelsa, Delta and Rivers form the historic core of the region, which is petroleum-rich and has been the centre of international attention for its oil industry.
IECEx is the international scheme for certifying equipment used in explosive atmospheres. A certificate of conformity is issued by an accredited certification body against a specific edition of the IEC 60079 standards and carries a schedule of conditions of safe use. It is not a legal requirement in most countries on its own, but many national schemes accept it as the technical basis.
The IECEx certificate for the IS-04Z1 is in progress and has not been issued. The marking target is Ex ib IIC T4, the intrinsic safety concept for Zone 1 gas with the hardest gas group (IIC) and a 135 °C temperature class.
In Nigeria. Nigeria hosts international operators such as Shell, TotalEnergies and Chevron, plus Nigerian companies, EPCs and contractors that move between Delta, offshore and Lekki work. IECEx gives them a shared scheme. Ask for the certificate of conformity and the schedule of conditions. SONCAP and NCC steps run separately for the product and its radio.
A distributor for Nigeria would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not today. Until the certificates are issued the IS-04Z1 stays out of classified areas, and until launch there is nothing to purchase. You can ask for the datasheet and the certification schedule, or book a safe-area evaluation unit.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
No. The IECEx certificate is in progress and has not been issued. SAMS will publish the number when it exists.
The market guide for Nigeria covers Port Harcourt, Rivers State, Warri and Escravos, Bonny Island, Lekki Free Zone, Lagos, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Nigeria.
The Nigerian Communications Commission requires type approval for telecom equipment, including customer devices such as mobile phones, and publishes approved handset and equipment lists. Approval is based on international standards. Confirm the current application route and fees with the NCC or an authorised agent before importing.
Typically in the Niger Delta's onshore and shallow-water oil and gas facilities, flow stations and terminals, and in refineries and LNG and fertiliser plants in the south, including the Lekki refinery near Lagos. Each operator issues its own area classification, so request it before choosing equipment.
Coverage depends on carrier and site, not on the handset. The IS-04Z1 is designed to connect over cellular and plant Wi-Fi, but remote Delta locations and offshore units may have weak signal. Confirm with the operator what network will be available at each site before relying on it.
